Speaking at the opening of the Congress, Party Central Committee member, An Giang Provincial Party Secretary Nguyen Tien Hai shared that in the exciting atmosphere of the entire Party, the entire People, and the entire Army competing to achieve achievements to welcome the Party Congresses at all levels towards the 14th National Congress of the Party; with the approval of the Politburo, today, in the hometown of President Ton Duc Thang, the 1st An Giang Provincial Party Congress, term 2025-2030 was solemnly opened.

Looking back on the past term, the Secretary of the An Giang Provincial Party Committee assessed that An Giang province has experienced many difficulties and challenges, especially in responding to the Covid-19 pandemic. However, with the spirit of solidarity, high determination, and drastic actions, the Party Committee, Government, and People in the province have controlled and overcome the consequences of the pandemic; simultaneously, creatively, and flexibly deployed solutions to implement the Resolutions of the Party Congresses at all levels and achieved many positive results.
The leadership capacity, fighting strength of the Party organization and the quality of the Party members have been improved; the activities of the political system have become increasingly effective and efficient - especially after implementing the Central Committee's policy on streamlining the apparatus, administrative units and building a two-level local government, creating high consensus among cadres and people; the great national unity bloc has been consolidated.
The economy recovers and grows year by year; the economic structure shifts in the right direction; urban infrastructure is increasingly invested in synchronously; there are many positive changes; the appearance of rural areas, the material and spiritual life of the people are constantly improved; national defense and security are maintained; foreign affairs, integration, international cooperation, and regional connectivity are strengthened.
Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai also said that the Provincial Party Congress is an opportunity to look back on the efforts of the past term, to determine the position of the Party Committee and the locality in the overall development process of the country. On behalf of the Presidium, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung presented the Political Report of the Provincial Party Committee for the 2020-2025 term to the 1st Provincial Party Congress, term 2025-2030.
During the past term, An Giang's economic picture was also a highlight. The average GRDP growth rate for the whole period reached 5.68%/year. The scale of the economy continued to expand, the economic structure shifted in the right direction, especially the border trade economy, the marine economy... GRDP per capita increased steadily over the years. Total budget revenue increased quite well, ensuring resources for development investment and social security.
In the fields of culture, education and health, An Giang focuses on promoting the values and strengths of culture, people, and revolutionary traditions of the province; synchronously deploying tasks and solutions for fundamental and comprehensive innovation in education and training, gradually forming an important premise to improve the quality of human resources of the province. School facilities and equipment have been increased investment and increasingly improved, the rate of schools meeting national standards has increased rapidly, reaching 60%; mobilizing students to go to school has achieved high results, with the rate of children aged 6-14 going to school reaching over 94.5%. People's health care continues to be a top priority, 100% of commune-level health stations have doctors working.
Labor, employment, social security and sustainable poverty reduction have been effectively implemented. Specifically, policies and regimes for the poor, meritorious people and policy beneficiaries have received timely attention and support; the work of sustainable multidimensional poverty reduction has been promoted. People's lives have been improved and raised, the rate of poor households according to the multidimensional poverty standard in 2020 decreased from 1.9% to 0.91%.
An Giang has a special geographical location with rivers, seas, mountains and islands. Therefore, the An Giang Party Committee focuses on building and consolidating national defense and security, firmly protecting territorial sovereignty and national security. Focus on building potentials in the defense area; building an all-people national defense, an all-people national defense posture associated with an increasingly solid people's security posture. Implement well the military rear policy and defense foreign affairs.
During the 2020-2025 term, An Giang implemented 3 breakthroughs in socio-economic development, including: Administrative reform work was focused on leadership and direction, achieving positive results; Strengthening the mobilization and release of resources, focusing on investment in building socio-economic infrastructure, especially synchronous and modern transport infrastructure; and Human resource development work was given attention, the quality and quantity of human resources in basic fields met development requirements.

During the 2025-2030 term, An Giang Party Committee will implement the motto "One An Giang - One vision - One will - One belief in victory". To successfully implement the Party's policies and guidelines, the contents of the Resolution, An Giang Party Committee is determined to carry out 6 key tasks. Including:
Socio-economic development is the center; Party building is the key; taking science and technology, innovation and digital transformation as strategic breakthroughs for development; cultural development is the spiritual foundation of society; strengthening national defense, security and foreign affairs is essential and regular.
Building a clean, strong, comprehensive, streamlined, effective and efficient political system.
Develop the province in a green, digital and deeply integrated direction, taking digital transformation, circular economy, marine economy, border trade economy and tourism development as driving forces to innovate the province's growth model.
Organize and arrange development space to ensure promoting the province's strategic position in the Mekong Delta region.
Use resources economically and effectively, protect the environment and adapt to climate change.
Closely combine socio-economic development with ensuring national defense and security; political stability, social order and safety.
At the same time, the Party Committee and the government of An Giang province agreed and united to implement 3 breakthroughs, including:
Focus on developing the marine economy, becoming a strong marine economic center of the country. Focus on developing marine tourism, focusing on Phu Quoc special zone with unique and outstanding mechanisms, becoming a locomotive, spreading development to other regions and fields; focus on developing coastal cities; prioritize infrastructure development for marine economic development such as transport infrastructure, seaports; promote marine aquaculture development.
Second is to complete and upgrade infrastructure, including completing regional highways, ports, Phu Quoc and Rach Gia airports and researching the construction of an airport in Tho Chau special zone, meeting the requirements of socio-economic development and ensuring national defense and security; developing multi-purpose seaports and river ports, serving logistics, import-export and tourism; developing digital infrastructure, creating a national digital transformation platform, gradually developing the digital economy and digital society. Making breakthroughs in the application of science and technology, focusing on training, attracting and using high-quality human resources.
