* At the bilateral meeting with Senior Lieutenant General Dong Jun, Senior General Phan Van Giang thanked the Chinese Minister of National Defense for inviting him to attend and speak at the 12th Beijing Xiangshan Forum; emphasizing that through 12 times of organization, the Forum has affirmed its position as one of the leading events, gathering prestigious leaders, experts and scholars in the region and the world .
Senior Lieutenant General Dong Quan expressed his joy at meeting Minister Phan Van Giang again; emphasizing that the results achieved during the mutual visits of high-ranking leaders of the two Parties and countries of Vietnam and China in recent times will create conditions for the two countries' armies to promote more substantial and effective cooperation, making positive contributions to the comprehensive strategic cooperative partnership, promoting the building of the Vietnam-China Community of Shared Future of strategic significance.
The two Ministers expressed their pleasure at the fact that the relationship between the two Parties and the two countries has been continuously consolidated and strengthened in recent times. Implementing the common perception of the two sides' senior leaders, Vietnam-China defense cooperation has been focused on and promoted, clearly demonstrating its "more substantial" nature with many practical activities such as delegation exchanges, high-level contacts, education and training, military cooperation, service and maritime forces, border management, joint research, academic exchanges, etc. General Phan Van Giang and Senior Lieutenant General Dong Quan also highly appreciated the fact that the two sides' competent agencies have actively coordinated to implement the cooperation contents that the two Ministers agreed upon at the 9th Border Defense Friendship Exchange (April 2025).
Based on the proposal of General Phan Van Giang, the two sides agreed that in the coming time, they will continue to closely coordinate to effectively implement annual cooperation mechanisms such as: Border defense friendship exchange; Joint patrols/Joint patrols on land and sea; strengthening joint training and exercises; promoting cooperation in defense industry... The two sides affirmed that they will jointly concretize the important awareness that the leaders of the two Parties and two countries have agreed on promoting defense - security cooperation, making it increasingly more substantial and effective.
* At the bilateral meeting with Senior Lieutenant General Khamlieng Outhakaysone, the two Ministers discussed and evaluated the results of defense cooperation between Vietnam and Laos since the beginning of the year, in which the two sides have supported each other and coordinated in implementing major activities and events of each country...
The two sides agreed to promote the implementation of a number of key cooperation activities in the coming time, including the Annual Meeting between the three Defense Ministers and the Joint Search and Rescue Exercise between the armies of Cambodia, Laos and Vietnam in Laos. General Phan Van Giang and Senior Lieutenant General Khamlieng Outhakaysone also agreed to assign the competent agencies of the two Defense Ministries to proactively coordinate to summarize the results of the implementation of the 2025 Cooperation Plan and develop the 2026 Cooperation Plan.
Regarding the 50th Anniversary of the National Day of the Lao PDR, General Phan Van Giang affirmed that the Vietnamese Ministry of National Defense considers this an event of special significance. With experience in organizing major events in the past, the Vietnamese Ministry of National Defense is ready to advise and accompany the Lao Ministry of National Defense to carry out this important task.
* During the meeting with General Tea Seiha, the two Ministers said that the defense cooperation between Vietnam and Cambodia in recent times has been implemented on the basis of the Cooperation Protocol for the 2025 - 2029 period and specified in the annual Cooperation Plan; agreed to assign the competent agencies of the two sides to proactively coordinate to effectively implement cooperation contents, especially training human resources for the army, and at the same time coordinate to summarize the results of implementing the Cooperation Plan for 2025 and build the Cooperation Plan for 2026.
The two sides also agreed to promote the implementation of a number of key cooperation activities in the coming time, especially the annual meeting between the three Defense Ministers and the joint search and rescue exercise between the armies of Cambodia, Laos and Vietnam in Laos; and the 2nd Vietnam-Cambodia border defense friendship exchange.
* At the bilateral meeting with Mongolian Defense Minister Batlut Damba, the two Ministers agreed that over the past time, the Vietnam - Mongolia relationship has developed well, achieving many new and substantial progresses. The announcement of the two countries to upgrade their relationship to a comprehensive partnership during the State visit to Mongolia by General Secretary and President To Lam (October 2024) is an important milestone, orienting the deep trust and cooperation between the two countries in all fields. In the overall good relationship between the two countries, the Vietnam - Mongolia defense cooperation has been promoted and achieved many practical results.
The two sides agreed to continue to maintain the exchange of delegations at all levels, especially high-level delegations, as well as high-level meetings and contacts on the sidelines of multilateral events; actively send delegations to participate in activities organized by each side; pay attention to promoting training cooperation; continue to connect and seek cooperation opportunities in the defense industry; promote cooperation in military sports and military culture and arts...
* Also on the afternoon of September 18, in Beijing, General Phan Van Giang had a meeting on the sidelines with Senior Lieutenant General Álvaro López Miera, Minister of the Cuban Revolutionary Armed Forces; Singaporean Defense Minister Chan Chun Sing; and General Julio Cesar Aviles, Commander-in-Chief of the Nicaraguan Armed Forces to discuss measures to promote defense cooperation between Vietnam and other countries.
