Evaluation Conference: During the past term, the Party Committee of the Army has always thoroughly grasped and strictly complied with the provisions of the Party Charter, resolutions, conclusions, directives, regulations, and rules of the Central Executive Committee, the Politburo, the Secretariat, and instructions of the Central Inspection Commission on the Party's inspection, supervision, and discipline work. It has promptly concretized and issued leadership documents, instructions, procedures, and regulations for synchronous and unified implementation, in accordance with the practical situation in the Party Committee of the Army.

The Central Military Commission, the Central Military Commission Standing Committee, Party committees and Party organizations at all levels regularly pay attention to leading, directing and comprehensively implementing inspection and supervision work throughout the Party organization, and well implementing the inspection and supervision work plan for the 2020 term. 2025 and the tasks of the inspection and supervision program and plan of the Politburo, the Secretariat and the Central Inspection Commission; strengthen the situation grasp, detect and inspect party organizations and party members when there are signs of violations; promptly resolve complaints and denunciations; consider and strictly handle violating party members and party organizations.

On behalf of the Central Military Commission, General Phan Van Giang and General Trinh Van Quyet awarded certificates of merit to collectives with outstanding achievements in performing inspection and supervision tasks for the 2020-2025 term.

The Central Military Commission's Inspection Commission and the Party Committees at all levels have made many innovations and made efforts to complete their work with increasingly improved quality and efficiency. The inspection and supervision work has contributed significantly to maintaining the Party's organizational principles, strengthening solidarity and unity, improving the leadership capacity and fighting strength of Party committees, Party organizations and the Army Party Committees at all levels, and leading the entire army to successfully complete assigned tasks.

At the conference, delegates focused on analyzing and deepening the results achieved; clarifying a number of limitations, shortcomings, and causes of limitations and shortcomings in the Party's inspection, supervision, and disciplinary enforcement work in the past term; and at the same time, unanimously proposed a number of additional remedial measures to improve the quality and effectiveness of inspection and supervision work in the coming term.

Speaking at the conference, comrade Nguyen Duy Ngoc acknowledged and highly appreciated the results of the inspection and supervision work of the Party Committee of the Army in the 2020-2025 term; at the same time, he requested that in the coming term, Party committees and Inspection Commissions at all levels in the Party Committee of the Army continue to thoroughly grasp the Party's inspection, supervision and discipline enforcement directions to meet the requirements of the task of building a revolutionary, disciplined, elite and modern Army, meeting the requirements of building and defending the Fatherland in the new era of development. Comrade Nguyen Duy Ngoc requested that Party committees and Inspection Commissions at all levels continue to innovate thinking, methods and ways of organizing inspection and supervision work in the spirit of General Secretary To Lam's direction, shifting the focus to preventing and warning of violations; building an effective supervision mechanism, detecting new positive factors, protecting cadres who dare to think, dare to do, dare to take responsibility; and implementing regular supervision well.

Comrade Nguyen Duy Ngoc suggested that the Party Committee of the Army continue to promote the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 3488-NQ/QUTW dated January 29, 2025 of the Central Military Commission on breakthroughs, science and technology development, innovation and comprehensive digital transformation, application of information technology; resolutely and synchronously deploy tasks of digitizing documents, updating and building databases for inspection and supervision work; strengthen connections and data sharing between agencies inside and outside the industry, ensure information safety and security, and strive to soon meet the requirements of inspection and supervision on data.

Concluding the conference, General Phan Van Giang emphasized: In the coming term, with the important role and high requirements for the Party's inspection, supervision and discipline enforcement tasks, it is required to Party committees, party organizations, and inspection committees at all levels, especially leaders, must continue to raise awareness and responsibility in leading, directing, and organizing the implementation of inspection and supervision tasks according to the Party Charter; strengthen leadership, direction, and guidance of lower-level party committees, party organizations, and inspection committees to perform inspection and supervision tasks to ensure regularity, continuity, determination, quality, and efficiency.

Strongly innovate the thinking, methods, and ways of organizing inspection and supervision work in the spirit of the General Secretary's direction; shift the focus to effectively implementing supervision work to ensure that resolutions, directives, and conclusions of the Central Committee, the Politburo, the Secretariat, the Central Military Commission, and Party committees at all levels are implemented promptly, effectively, in the right direction, and in accordance with regulations; link inspection and supervision work with power control; promptly warn early and prevent violations right from the grassroots level, not allowing small violations to accumulate into serious violations. Research, advise, direct, and guide the synchronous implementation of measures to improve the quality and effectiveness of inspection and supervision work of Party committees and Inspection Commissions at all levels, in which it is important to improve the quality and effectiveness of inspection and supervision right from the Party cells.

Proactively study, thoroughly grasp, and strictly implement resolutions, conclusions, regulations, procedures, and instructions of the Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Commission on inspection, supervision, and Party discipline enforcement; promptly review, revise, supplement, perfect, and promulgate leadership and directive documents, regulations, procedures, regulations, and instructions on inspection, supervision, and Party discipline enforcement, and military discipline in accordance with the characteristics of the situation and requirements of the agencies and units.

Focus on inspecting and supervising the implementation of principles, working regulations, leadership regulations in key areas of work, the implementation of Party regulations, State laws, regulations of the Central Military Commission, the Ministry of National Defense; the correction of violations and shortcomings after inspection and supervision conclusions; inspecting and supervising cadres and party members who show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation", violations of Party principles and regulations, State laws, military discipline, things that party members are not allowed to do and responsibilities to set an example; areas, work positions, agencies and units where violations are likely to occur. Focus on self-inspection and self-supervision of Party committees and organizations at all levels; improve the quality and effectiveness of inspection and supervision work from the grassroots level; strengthen situational awareness, detection and inspection when there are signs of violations; Resolve complaints and denunciations promptly and in accordance with regulations. Disciplinary action must be strict, accurate, and timely, with “no forbidden areas and no exceptions,” combined with enhanced education and management to help party organizations and party members see violations and shortcomings so they can overcome, correct, improve, and do better.

Along with effectively coordinating with inspection, auditing, investigation, prosecution, trial agencies and functional agencies in carrying out inspection, supervision, enforcement of Party discipline and preventing and combating corruption, waste and negativity, General Phan Van Giang requested strict implementation of regulations on power control; preventing and combating corruption, waste and negativity in inspection, examination and supervision work. Disseminate and widely propagate to Party organizations and cadres and Party members cases of disciplinary violations, typical violations, limitations, inadequacies, loopholes and shortcomings in management work; lessons learned through inspection, supervision and discipline work of the Party; solutions to overcome and prevent to help Party organizations, cadres and Party members clearly recognize violations that need to be avoided, raise awareness and responsibility, make more progress and do better.

In particular, pay attention to building the Central Military Commission's Inspection Commission and Inspection Commissions at all levels to ensure quantity, quality, and effective and efficient operations; thoroughly grasp and raise awareness of the Party's viewpoints and policies on inspection and supervision work for inspection staff at all levels. Strengthen training and professional development to build a team of inspection staff with strong political will, professional proficiency, understanding of the law, effective use of digital technology, exemplary moral qualities, daring to think, daring to do, daring to take responsibility. Promote comprehensive digital transformation, resolutely and synchronously deploy tasks to meet the requirements of "monitoring on data, inspecting on data" in inspection and supervision work.

In the 2025-2030 term, the task of inspection, supervision and enforcement of Party discipline plays an important role and requires very high standards. General Phan Van Giang expressed his confidence that under the leadership of the Party, the direction and guidance of the Central Commission for Inspection, the coordination and support of central departments, ministries, branches, local Party committees and authorities, and with high responsibility and political determination, the Central Military Commission, Party committees, Commission for Inspection, and the team of officials doing inspection work in the Party Committee of the Army will continue to promote the achieved results, strongly innovate, comprehensively implement, with quality and effectiveness the inspection and supervision work, making an important contribution to building a strong and clean Party Committee of the Army, a model of leading the entire army to successfully complete all assigned tasks.
