Promoting digital transformation towards the benefits of people and businesses

Identifying digital transformation as an inevitable trend, in recent times, Huong Hoa district has made many efforts to implement this work. Through promoting digital transformation, the locality aims to serve people and businesses most effectively, contributing to improving the competitiveness index and improving the investment and business environment, promoting economic development, ensuring social security and equity.

Based on the actual situation of the locality and identifying the important role of digital transformation in the socio-economic development of the locality, Huong Hoa district has focused on building a digital transformation platform by investing in and building information technology (IT) infrastructure.

Up to now, the district's IT infrastructure has met the requirements for developing e-government and digital economy in the area; ensuring communication to serve the direction and administration of all levels; ensuring national defense - security and important events of the district.

The district directed 21/21 communes and towns to establish commune-level digital technology teams, and 149/149 villages and hamlets to establish village-level community digital technology teams with 1,020 members participating. This is the core force to disseminate information about digital transformation, and to guide people in installing and using digital technology applications to serve their work and life.

Many specialized databases of the district have been deployed and integrated with the databases of the province, ministries and central agencies. Telecommunications enterprises have also focused on investing in developing modern and synchronous telecommunications network infrastructure, expanding coverage to remote and isolated areas.

Along with that, the quality of the network and services is being improved day by day, many new types of services continue to be deployed by businesses to meet the diverse information needs of the people. Up to now, in the district there are a total of 150 BTS stations (mobile transceiver stations) of the network operators VNPT, Viettel and Mobifone .

BTS stations are regularly maintained and repaired by telecommunications companies to ensure good operation. 100% of communes and towns in the district have 4G, 5G internet services; 136/149 villages have 4G, 5G terrestrial mobile phone coverage, accounting for 91.2%. The number of households with smartphones is over 3,000, reaching 13%.

Regarding the construction of digital government, the district has promoted the application of IT in the operations of state agencies in the district.

Up to now, 100% of agencies, units, People's Committees of communes and towns in the district have applied software to manage documents, work records, and digital signatures specialized in state agency activities. The District People's Committee has provided 238 online public services, the People's Committees of communes have provided 124 online public services and integrated 100% of online public services into the National Public Service Portal.

Along with the development of technical infrastructure and IT human resources infrastructure, many IT applications are widely deployed in the operations of units, especially the application of IT in management, sending and receiving documents via the network is deployed synchronously from district to commune. The online television bridge system is deployed at the Office of the People's Council and People's Committee of the district (central bridge point) and 21/21 communes and towns.

The electronic information portal of Huong Hoa district was established with the domain name: huonghoa.quangtri.gov.vn; 21/21 communes and towns have electronic information pages. Some agencies and units have electronic information pages, social network addresses... operating effectively. In the development of the digital economy, the district has supported bringing key agricultural products, OCOP certified, to e-commerce platforms: Voso, Postmart...

Vice Chairman of Huong Hoa District People's Committee Pham Trong Ho affirmed that promoting digital transformation has helped increase the operational efficiency of state agencies, speed up work processing, reduce operating costs, and expand the interconnection between the State, people and businesses. Digital transformation has also made an important contribution to the goal of modernizing the administrative system, improving management and operational capacity and serving citizens and businesses.

However, Mr. Ho also admitted that, besides the positive results, the digital transformation work in the district still faces some difficulties such as: low internet coverage rate; low rate of people using smartphones and having bank accounts to link with e-wallets, causing difficulties in the process of participating in cashless payments, paying for basic services and transactions on e-commerce platforms.

Besides, due to limited information technology usage, it is difficult to guide people to access and install digital services.

Therefore, in the coming time, Huong Hoa district will continue to focus on directing the implementation of digital transformation tasks, focusing on the process of using digital technology, changing thinking and actions, working methods, production and business in the digital environment to improve the effectiveness of leadership and management of authorities at all levels in the district.

Promote the construction of digital government, development of digital economy and digital society; towards the interests of people and businesses. Focus on building digital data; continue to mobilize investment resources to build and complete technical infrastructure and information infrastructure to create a foundation for building digital government.

Strengthening the attraction, promotion and support for enterprises to apply digital technology in operations, management, production and business on e-commerce platforms; synchronously applying digital technology platforms to serve management, investment promotion, trade promotion and product consumption. These activities aim to improve the quality of life of people and the development of enterprises, contributing to the development of Huong Hoa.
