The draft laws to be discussed include: Law on Personal Income Tax (amended); Law on High Technology (amended); Law on amending and supplementing the Law on Technology Transfer; Law on Intellectual Property; Law on International Treaties; Law on amending and supplementing 10 laws related to security and order; Law on Protection of State Secrets (amended); Law on amending 15 laws in the fields of agriculture and environment; and Law on Press (amended).
In his directive speech, Prime Minister Pham Minh Chinh emphasized: Resolution 66-NQ/TW of the Politburo clearly identified the requirement for strong innovation in law-making and enforcement, with the goal of basically removing institutional and legal obstacles that hinder development by 2025; contributing to achieving the GDP growth target of 8.3% - 8.5% by 2025 and making a breakthrough in the following years.
Since the beginning of the term, the Government has held 42 thematic meetings on law-making, reviewing about 80 draft laws and resolutions. In August and September alone, it is expected to complete and submit about 113 draft laws and resolutions to the National Assembly, including 47 draft laws and resolutions to serve the 10th session of the 15th National Assembly.
The Prime Minister requested ministries, branches, especially their leaders, to uphold political responsibility, directly lead the work of law-making, fully allocate human resources, time, and resources, and ensure the quality of each draft law, especially those submitted to the upcoming 10th session of the 15th National Assembly.
Notably, the Prime Minister requested to focus on the contents of decentralization and delegation of power associated with resource allocation, improving implementation capacity, strengthening inspection, supervision and output control. At the same time, it is required to review and cut at least 30% of administrative procedures, time and compliance costs. For contents with different opinions, the submitting agency needs to clearly state its opinions and proposed plans to ensure unity when submitting to the National Assembly for consideration.
