Easily switch transportation accounts

According to regulations, from October 1, car users without a traffic account will not be allowed to use non-stop electronic toll stations. They need to switch soon for convenient traffic, contributing to the completion of a synchronous digital traffic infrastructure.

Need to step up propaganda

Mr. Vo Dinh That, senior manager of Dahan Spa, said that the unit has a service to transport foreign tourists with a fleet of more than 10 cars, regularly picking up and dropping off customers at the airport, as well as visiting places such as Hue, My Son, Hoi An... But currently, the unit still does not know how to convert from ePass, VETC accounts to traffic accounts.

Sharing the same opinion, Deputy Director of Vinh Le Tourism Services Co., Ltd. - Nguyen Thi Phuong worried: "In less than 20 days, all non-stop toll collection accounts (ePass, VETC) will have to be converted to traffic accounts. However, the company's management staff still do not know how to convert on the application or have to go to the service provider. With dozens of vehicles regularly transporting tourists throughout the Central Highlands - Central region, we are worried that if the conversion is not made in time, there will be interruptions when passing through toll stations"...

Meanwhile, Grab driver Pham Tan Truong shared: "How will the previously available balance in my ePass or VETC wallet be used after October 1? Will the money be lost or "frozen"?

According to Vietnam Digital Traffic Joint Stock Company (VDTC - the ePass service provider), the money in non-stop toll collection accounts will not be affected and will be converted to traffic accounts. Accordingly, vehicle owners can easily convert online to traffic accounts on the VETC and ePass applications with their citizen identification cards and bank accounts.

According to Article 31 of Decree 119 dated September 30, 2024 of the Government regulating electronic payment for road traffic, car owners need to coordinate with road use payment service providers to convert existing toll collection accounts to traffic accounts and connect non-cash payment methods with traffic accounts before October 1.

It is known that the decree also stipulates that a traffic account can be used to pay for many vehicles owned by the vehicle owner; each vehicle can only receive payment from one traffic account.

According to the Vietnam Road Administration, from October 1, 2025, non-stop toll collection accounts (ePass, VETC) must be converted to traffic accounts. This conversion helps people only need to maintain a single account for many services, instead of using multiple systems in parallel.

At the same time, converting ePass and VETC accounts to traffic accounts is an important step to form a synchronous digital infrastructure, serving more transparent and convenient management for people and businesses.

How to switch to a transport account

There are currently two main providers of cashless toll collection, VETC Automatic Toll Collection Company Limited (VETC) and Vietnam Digital Traffic Joint Stock Company (ePass). To convert a toll collection account to a traffic account, car owners must do so on the non-stop toll collection application they are using, ePass or VETC. Currently, on the above applications, there are notifications instructing how to convert to a traffic account (upgrade to VETC with identification and bank linking) which only takes a few minutes.

Specifically, to switch to a traffic account, vehicle owners using VETC need to install the VETC app and upgrade to the VETC e-wallet. Currently, the VETC app has a VETC wallet and a traffic account. Upgrading to a VETC wallet is done through linking with an identified bank account.

With the VETC application, the vehicle owner needs to click on "Set up wallet" on the main screen. Then, scan and take a photo of the chip-based ID card and face according to the instructions on the screen. If successful, the system will send a soft copy of the contract, the vehicle owner needs to read carefully, check the information and confirm. The final step is to link to a bank account according to the instructions on the screen and then deposit money into the traffic account.

One notable point is that on the VETC app, the "VETC Wallet" section needs to be identified as a transportation account according to Decree 119/2024/ND-CP. Meanwhile, "Traffic Account" is the old payment method and will no longer be used until all the money in that account is deducted.

With ePass, the operation will be simpler when the account on this application is the traffic account, in which the vehicle owner has options to link the traffic account such as Viettel Money, Visa card... The vehicle owner needs to download the ePass app, link directly to the Viettel Money account or Visa card. Note that credit cards will be charged an additional fee of about 2%.

Specifically, in cases where the source of money has been linked to Viettel Money or an international credit card, the ePass toll collection account is already a traffic account, and car owners can continue to use it without any further action to pass through the non-stop toll station from October 1.

In case of not linking, the vehicle owner downloads the ePass application, registers, and logs in according to the displayed requirements. Select "Manage money sources". Select the payment platform as Viettel Money or credit card. Click to complete the authentication steps as instructed on the screen.

From October 1, 2025, if the vehicle owner does not convert the toll collection account to a traffic account connected to the payment means and does not transfer money from the toll collection account to the payment means, it will be considered as not having a card, not having a traffic account (previous toll collection account), in other words, not eligible to collect non-stop electronic tolls, and not allowed to pass through the toll station.

A representative of Vietnam Digital Traffic Joint Stock Company said that Decree 119/2024/ND-CP stipulates that road use fee payment service providers must complete the transfer of toll collection accounts and money from vehicle owners' toll collection accounts to traffic accounts connected to vehicle owners' payment means before October 1, 2025. This conversion helps people only need to maintain a single account for many services, instead of using multiple systems in parallel.

According to statistics from toll collection service providers, until near the prescribed deadline, the rate of vehicles converting accounts is not high. The main reason is that many vehicle owners do not know about this new regulation.
