According to the Ministry of Health , this Draft Project aims to build and develop a professional and inter-sectoral emergency system in order to promptly provide high-quality and effective emergency services in emergency situations in accordance with the characteristics of the health system and geography of provinces and cities; reduce mortality and sequelae due to accidents, injuries and acute diseases, contributing to improving the effectiveness of health care and protection for the people.
Specifically, the roadmap for implementing the Project in phase 1 (2025 - 2027) is to approve the Project; pilot implementation in a number of provinces and cities; establish a foreign emergency switchboard; and build a management platform for the foreign emergency system.
Phase 2 (from 2027 - 2030) will expand the implementation of the Project nationwide; unify system, data and technology standards; connect nationwide, integrate other systems; conduct annual periodic assessments, and summarize and review the implementation of the Project.
The pilot implementation of the Project in a number of provinces and cities will focus on the following contents: Establishing a network of emergency care based on medical units in each pilot province and city, including provincial, regional, communal and community levels; building an emergency care coordination center, establishing a training center for emergency care simulation; building a national standard first aid training program and organizing first aid capacity training for the community; focusing on rescue forces, police, army, medical stations, popularizing in schools, production facilities, offices...
At the same time, upgrade and strengthen the network of provincial/municipal emergency centers, build and upgrade the 115 Center; equip specialized ambulances (including basic vehicle equipment and advanced vehicle equipment); support the modernization of the communication system; organize drills, coordinate inter-sectoral emergency response activities; develop a set of quality indicators to measure and monitor the effectiveness of emergency response implementation...
In particular, the content of the Draft Project proposes to build a national emergency switchboard with a single number, integrating single emergency phone numbers (113, 114, 115). At the same time, operate 24/7, connect online with medical emergency forces, fire prevention and fighting, traffic police, rescue... Apply information technology and artificial intelligence, big data to locate and classify calls according to the level of urgency; store and analyze data to serve the assessment and forecast of emergency needs by region.
