"Naming" 4 cases in which the State Audit transferred files to the investigation agency

(Dan Tri) - During its term, the State Audit Office has transferred 14 files to the police investigation agency to clarify signs of law violations. In the first 8 months of 2025 alone, 4 case files were transferred to the police.

The 2025 work report, the 2026 audit plan and the State Audit's term work report were commented on by the National Assembly Standing Committee at the meeting on the afternoon of September 25.

According to State Auditor General Ngo Van Tuan, as of August 30, the State Audit had reviewed 140 audit plans and deployed 128 audit teams (reaching 79.5% of the annual audit plan).

As a result, the agency proposed to handle 20,098 billion VND and more than 16 million USD. Of which, the budget revenue increased by 951 billion VND, and expenditure decreased by 8,774 billion VND and more than 143,000 USD.

Along with that, Mr. Tuan said that the State Audit has recommended the cancellation, amendment, supplementation, and issuance of new inappropriate contents in 62 legal documents and management documents at all levels.

Regarding the work of preventing and combating corruption, waste and negativity through auditing activities, Mr. Tuan said that during his term, the State Audit has provided 1,749 audit reports and related documents to the agencies of the National Assembly, the Inspection Committee, investigation agencies and other competent agencies to serve the investigation, inspection and supervision work. This number is 4 times higher than the same period.

According to the report, in 2025 alone (as of August 30), the State Audit Office has transferred 4 cases with signs of law violations to the police investigation agency for investigation and clarification. These 4 cases are also clearly mentioned in the State Audit Office's report.

Firstly, the State Audit Office transferred the case to the Investigation Police Agency of Binh Duong Province (old) to investigate and clarify signs and violations of the law on the obligation to pay the state budget of Tue Cat Trading and Service Company Limited.

In early June, the State Audit Office transferred the case to the Investigation Police Agency of the Bac Lieu Provincial Police (old) to investigate and clarify the acts with signs of violating the law on construction by the Construction Investment Project Management Board of Hong Dan District, Bac Lieu in the project to build urgent salt-prevention dykes combined with traffic roads to protect and develop the shrimp-rice area of ​​Hong Dan District. This is the second case.

In the third case, in early July, the State Audit transferred the case to the Ho Chi Minh City Police Investigation Agency to investigate and clarify signs of risks related to the illegal use of purchase and sale invoices with Loc Phat Petrochemical Trading Company Limited.

Fourth, in mid-July, the State Audit Office transferred the case to the Ho Chi Minh City Police Department's Investigation Police Department, requesting an investigation to clarify signs of violations of the law on invoice trading against Nghe Gia Construction Trading Company Limited.

In addition, according to Mr. Ngo Van Tuan, the State Audit also provided 29 files, audit reports and related documents to the police investigation agency to serve the investigation. Notably, among these are 2 investment projects under the supervision and direction of the Central Steering Committee (2 investment projects to build Bach Mai Hospital, Viet Duc Hospital, branch 2 in the former Ha Nam province).

Commenting on this content, Vice Chairman of the National Assembly Vu Hong Thanh asked the State Auditor General to clarify how many cases were initiated for investigation among the files transferred to the investigation agency.

The Vice Chairman of the National Assembly said that the audit only discovered signs of law violations, so there may be cases that were transferred but the investigation agency did not prosecute.

Explaining, State Auditor General Ngo Van Tuan affirmed that when transferring the file to the investigation agency, the audit agency had carefully considered the violations, which had to be clear and had collected sufficient evidence. After that, the industry council examined before deciding to transfer the file to the police.

“We are very cautious, only transferring cases that clearly show signs of crime. Therefore, nearly 99% of audit files transferred to the investigation agency are received and prosecuted,” Mr. Tuan informed.
