From Thac Ve rock to the golden pages of history
Implementing the Directive of comrade Nguyen Ai Quoc, on June 1, 1945, the Vietnam Propaganda Liberation Army Team consisting of 54 soldiers led by comrade Le Tam (aka Le Quang Ba) and comrade Nam Hai (aka Be Trieu) departed from Cao Bang to Bang Hanh commune (community consisting of 5 communes: Kim Ngoc, Bang Hanh, Lien Hiep, Huu San, Vo Diem in Bac Quang district, old Ha Giang province).

To ensure safety and secrecy, the comrades in the command divided into groups to propagate the Party's policies and guidelines, opened many short-term training courses, established guerrilla and self-defense teams and national salvation organizations. From there, a solid revolutionary base was gradually built, serving as a springboard to promote the local national liberation movement.
On June 14, 1945, the people of the communes of Bang Hanh commune met, elected the Commune Administrative Committee and established a self-defense team; these communes formed a revolutionary base named after the communist soldier Ly Tu Trong, which the people in the area affectionately called Trong Con Sub-region.
On June 24, 1945, a large rally at the foot of Thac Ve bridge announced the abolition of the feudal government, the establishment of the Revolutionary Administrative Committee and the Viet Minh Front. The movement spread, the revolutionary spirit rose, from Trong Con sub-region, the revolutionary light shone throughout the mountainous region, bringing the revolutionary movement to other localities, creating a great national revolutionary climax, together with the whole country to win victory in the August 1945 national liberation revolution.
Standing on the rocky outcrop at the foot of Thac Ve bridge on the bank of Lo river, where the first meeting of the armed propaganda team took place, the first revolutionary base in Trong Con sub-region and also the old house of Mrs. Nguyen Thi Xu - the person who used to hide revolutionary cadres, Mr. Nguyen Van Dao (grandson of Mrs. Nguyen Thi Xu) emotionally recounted: “My grandmother used all her fortune to feed Viet Minh cadres. When the army returned, the whole family butchered pork, chicken, wrapped sticky rice cakes, and cooked rice to serve the liberation team. In 1964, my grandmother was awarded a certificate of meritorious service to the country by the State for her enthusiastic struggle against imperialism, actively helping and protecting the revolution. We are very proud to be a family with meritorious service to the revolution and the country, always living as an exemplary role model and educating our children and grandchildren about our family's traditions.”
The countryside "changes its clothes"
In 1996, the revolutionary historical site of Trong Con Sub-region was recognized by the State as a National Monument. Today, the relic site belongs to the new Bang Hanh commune - a commune formed from the merger of 3 communes Bang Hanh, Kim Ngoc and Vo Diem. With an area of over 15,000 hectares and a population of over 16,000 people, the commune has up to 13 ethnic groups living together in harmony, of which the Tay people are the majority.
Comrade Nguyen Ba Tuan, Chairman of Bang Hanh Commune People's Committee, excitedly said: "Promoting the tradition of the revolutionary homeland, the local Party Committee and government are making efforts to help the land that once suffered much pain and deprivation to grow strongly. The inter-commune roads and National Highway 279 have been paved, creating favorable conditions for economic development, trade, and connecting traditional markets with cultural features that are still preserved intact. Together with the joint efforts, contributions, and consensus among the people, this is the key for the locality to build a prosperous life."
The local economy has clearly shifted. Agriculture is considered a spearhead with specialized areas for rice, corn, peanuts, tea and citrus fruit trees. This year, the whole commune planted over 544 hectares of rice, the commune has more than 250 hectares of tea in harvest; 204 hectares of corn, 162 hectares of specialized peanuts, 51 hectares of oranges are clear evidence of the change in agricultural production. The total livestock herd in the commune is up to nearly 16,300 heads, poultry is more than 121,000 heads. Veterinary work and disease prevention are focused, preventing disease outbreaks. The commune has implemented good forest management and protection and transparent and effective payment for forest environmental services. Forest fire prevention and fighting work is tightly organized, ensuring safety in the dry season.
The whole commune currently has 9 public schools: 3 kindergartens, 3 primary schools, 3 secondary schools and 1 provincial high school. Education work is focused on, creating a solid foundation for future generations. Primary health care maintains good operations, health stations meet national standards, ensuring regular vaccination, primary health care, especially in disease prevention and control. On the other hand, social security policies are seriously implemented, providing timely support for people with meritorious services, poor households, and social protection. The rate of poor households in the whole commune has decreased to only 5.75%, near-poor households to 7.96%. Housing construction programs for poor households and temporary housing elimination are implemented for the right subjects and on schedule, contributing to stabilizing people's lives.
With the goal of being close to the people and closely following them to better serve them, Bang Hanh commune put the Commune Public Administration Service Center into operation from July 1, 2025; receiving and processing dozens of files every week. From the propaganda work, the people highly agreed with the 2-level government model, the staff were assigned to the right people, the right jobs, ensuring the quality of public service. Therefore, Bang Hanh is one of the leading localities in propagating policies and laws, maintaining national defense and security. In the first 6 months of 2025, the area was stable, no hot spots occurred, social evils decreased sharply, and people's trust in the Party and State was increasingly consolidated.
Amidst the peaceful scene of the revolutionary countryside, leading us on a clean concrete road connecting the spacious traditional stilt houses of the Tay people, Mr. Vi Quang Duẩn, head of Thac village, Bang Hanh commune, pointed to the green rice fields as far as the eye could see and said: Every season is the same, people know how to sow high-yield rice varieties so their lives are prosperous. Joining hands to build a new countryside, families contribute their efforts, money, labor, and land to build roads; everyone is united in pushing back bad customs to build a civilized lifestyle. "The Trong Con Sub-area relic site is located in Thac village, so everyone preserves it to remind future generations to continue the revolutionary tradition to constantly strive to build an increasingly prosperous homeland."
Although there are still many difficulties, but with a solid revolutionary foundation, a tradition of solidarity and determination to innovate, the revolutionary homeland of Trong Con Sub-region today is gradually realizing its development aspirations. People believe that with the attention of the Party, the State and Tuyen Quang province, this historical land will continue to "take off", becoming a symbol of "revival" and sustainable development in the mountains and forests of the Northeast.
