On October 2, after arriving in Tuyen Quang province, the Ministry of Public Security's Search and Rescue Task Force, led by Major General Nguyen Dinh Hoan, Deputy Director of the Fire Prevention and Rescue Police Department, moved to the location where people were trapped to carry out search and rescue operations.

In Tan Quang commune (about 40km from the old Ha Giang city), the roads leading to the commune were flooded deeply, up to 2m in some places, cars could not pass. In addition, many houses were flooded up to the roof...

Upon hearing the local authorities and Tan Quang Commune Police inform about the situation of people trapped in their houses for 2 days, with no means of transportation inside for rescue, Major General Nguyen Dinh Hoan discussed with the Director of Tuyen Quang Provincial Police and was then asked by the leaders of Tuyen Quang Province to use the available boats and canoes of the delegation to carry out rescue work.

From 7am to 2pm the same day (October 2), the Ministry of Public Security's Search and Rescue Working Group divided into 4 groups, with 3 teams moving deep inside and brought 54 trapped people to safety; at the same time providing and supporting food, clean water... for people in flooded areas but in high-rise buildings, ensuring safety when taking shelter.

At this time, according to Major General Nguyen Dinh Hoan, during the rescue process, the working group also discovered and rescued a couple (in Dong Van) who were moving on the road and were swept away by the strong current to a deeply flooded field. In addition, the working group also brought a man who had been stuck on the roof for a long time to safety.

On the same afternoon, after the water receded, the work to overcome the consequences of natural disasters after storm No. 10 began to be deployed in Tuyen Quang province. After discussing with local authorities and Tuyen Quang Provincial Police, the Search and Rescue Working Group of the Ministry of Public Security completed its mission and returned to Hanoi.

Previously, due to the impact of storm No. 10, the flood situation in Tuyen Quang province was extremely complicated, with the risk of flash floods and landslides being warned in many places, especially in areas with steep terrain and high mountains. Search and rescue work encountered many difficulties due to prolonged heavy rain, continued landslides, and the potential risk of new flash floods.

The Ministry of Public Security's rescue team brought necessities to the people.

Based on the above situation, implementing the direction of General Luong Tam Quang, Politburo member and Minister of Public Security, on the afternoon of October 1, the working group of the Fire Prevention and Rescue Police Department set out to support Tuyen Quang. Elite officers and soldiers from the Fire Prevention and Rescue Training and Response Center of the Ministry of Public Security, and the Fire Prevention and Rescue Police Department of Hanoi City Police participated in the mission. Along with the force, many specialized and modern equipment were also mobilized, not only to meet the requirements of underwater search and rescue but also unmanned search and rescue equipment, serving the search in dangerous areas and complex terrain.
