Specifically, Vietnam Railways Corporation (VNR) has just reported to the Ministry of Finance on the implementation of Directive 22/2025 of the Prime Minister, in which it proposed a capital demand of more than VND 8,500 billion for projects to handle risks of railway traffic safety. According to Directive 22, the elimination of self-opened paths across railways is still slow.
Up to now, the whole country has only cleared 1,237/4,065 crossings (reaching 30.4%), while there are still more than 11,500 violations of railway corridors that have not been cleared. From 2015 to 2025, VNR has been allocated nearly 2,000 billion VND to upgrade, renovate and repair level crossings, thereby completing 1,060 level crossings and implementing 184 level crossings that will be completed in 2025.

However, to meet safety requirements in the 2026 - 2030 period, VNR said it needs a large additional source of capital. In particular, the Ministry of Construction has assigned the task of preparing to invest in the project of building level crossings and underpasses to eliminate self-opening passages in phase 1, with a total estimated cost of VND1,638 billion. In addition, VNR also proposed an emergency project worth about VND4,877 billion to repair and renovate weak bridges, tunnels and stations that are past their due date, expected to be implemented in the 2026 - 2027 period.
In addition, VNR proposed an additional nearly 2,000 billion VND for urgent items such as reinforcing slopes, handling landslides and rockfalls on key routes, expected to be implemented from 2025 - 2026.
To ensure progress, VNR recommends that the Government and relevant ministries and branches arrange, balance and supplement capital from the central budget as well as mobilize localities where railways pass through, focusing on key items: Building service roads, legal level crossings, overpasses, underpasses; handling accident black spots and supporting site clearance.
