Innovation in thinking about allocating cadres and civil servants

Mr. Tran Van Danh, Deputy Head of the Department of Organization and Personnel of the Ho Chi Minh City Department of Industry and Trade, shared that after the merger, the workload at the department increased, the scope of management expanded while a part of the staff did not meet the requirements in terms of style and discipline. To overcome this, the department has been reviewing the organizational structure, eliminating overlapping points, clearly defining the responsibilities of each department, and applying the principle of "one task - one responsible point".

In particular, the Department of Industry and Trade focuses on training digital skills, big data management, information security, exploiting AI in market management, energy forecasting, and import-export analysis. Intensive training programs help form a core team of "digital officers" in each department, leading the comprehensive digital transformation process. This is proof that building officers does not only stop at professional qualifications but also in the ability to apply modern technology.

Master Dau Ngoc Linh, Ho Chi Minh City Academy of Officials, also carefully analyzed the current situation of building a team of officials and civil servants in Ho Chi Minh City in the context of implementing a two-level local government. According to Master Dau Ngoc Linh, the city needs to shift from the mindset of allocating officials and civil servants on average to a selection mechanism based on capacity, job position and practical requirements.

Planning and rotation work must be associated with institutional reform and modern urban management, ensuring harmony between inheritance and innovation. In particular, it is necessary to promptly assign the total number of civil servants to the commune level, in the spirit of not rigidly distinguishing the Party - government bloc, so that the People's Council at the commune level can proactively allocate according to actual needs. At the same time, promote training and fostering of cadres and civil servants in the direction of standardization, professionalism and closeness to reality.

Delegation of cadres to the grassroots

Sending a paper to the workshop, Master Nguyen Thi Tan, Regional Political Academy II, stated that the current cadre assessment stage is still a "weak stage", so it is necessary to perfect the policy mechanism and transparent and fair legal system so that all cadres can be selected publicly based on their capacity and work results; at the same time, design training and development programs suitable to new requirements.

Coming from Lam Dong province, Master Nguyen Thi Nhu Yen, Deputy Head of the Department of Basic Theory, Lam Dong Provincial Political School, shared the current situation that some communes and wards in the province still lack professional staff, and the capacity of a part of staff is limited.

Master Nguyen Thi Nhu Yen suggested developing and implementing a scientific job position project for each agency and unit after the merger, clearly describing the functions, tasks, and qualifications required for each position. This is an objective basis for evaluating and arranging staff, avoiding emotional and factional factors, overcoming the situation of "people who know the job but have no place, people who have a place but do not know the job".

Master Nguyen Thi Nhu Yen also proposed to fundamentally innovate the evaluation work, build a set of criteria based on work efficiency and specific products, boldly appoint young, capable cadres to worthy positions. At the same time, it is necessary to continue to rotate and second experienced cadres from the provincial level to the commune level where there is a shortage, with the task of both working, guiding and training on the spot.

Master Nguyen Thi Nhu Yen also suggested establishing specialized working groups of the province to support clusters of 3-4 communes and wards to handle complicated issues, and immediately organize "hands-on" training courses on land management, construction licensing, financial and budget management, and application of information technology, helping grassroots staff to hone their skills and improve service quality.

Associate Professor, Dr. Nguyen Van Y, Director of the Ho Chi Minh City Academy of Officials, commented that the rich analysis and sharing of the workshop affirmed that personnel work is the "key" task and "fulcrum" of the political system, deciding the strength of the state apparatus in the period of profound transformation.

Associate Professor, Dr. Nguyen Van Y affirmed that the information recorded at the workshop will be compiled and sent to competent authorities for research during the city's consultation process.
