Strongly innovate the Party's leadership method

In the process of leading and directing the implementation of political tasks, the Quang Ninh Provincial Party Committee always attaches importance to innovating leadership methods, associated with improving leadership capacity, considering this the top important requirement in the work of building the Party and the political system.

Thoroughly grasping and strictly implementing the policy on leadership methods according to the Political Platform, the Party Charter, the Resolution of the 13th National Party Congress, Resolution No. 28-NQ/TW of the 13th Party Central Committee on continuing to innovate the Party's leadership and governance methods over the political system in the new period, the Quang Ninh Provincial Party Committee has made efforts to innovate leadership methods through improving the capacity, quality of forecasting, and vision in formulating guidelines and policies; promulgating documents and institutionalizing, concretizing, and effectively leading the implementation of the Party's guidelines, policies, and resolutions.

The Provincial Party Committee Standing Committee directed specialized agencies to focus on research and improve the quality of advice to help Party committees and authorities issue policies, mechanisms, and strategies in accordance with the Party's guidelines and the State's laws. The Provincial Party Committee, the Provincial Party Committee Standing Committee, and Party committees at all levels also increased the issuance of specialized resolutions; selected urgent, prominent, and weak issues in the locality to focus on leading and resolving them according to the motto "3 clear" (clear work, clear responsibility for implementation, clear completion time). The issuance of policies, resolutions, directives, and conclusions was also carried out in a concise, specific, clear work, and clear responsibility direction.

In the work of planning the Party's guidelines and policies, based on reality, the Provincial Party Committee has researched and applied them creatively, thereby shaping the province's development thinking according to the motto "Global vision, local action". Planning policies and strategies starts with correctly identifying the full potential, strengths, and unique and outstanding values ​​of the province, from which appropriate policies can be made to turn potential into kinetic energy, and even more importantly, transform it into resources and driving forces, creating breakthroughs for development, meeting the requirements of the new situation.

From the policies, resolutions, directives and conclusions of the Central and the province, the Provincial Party Committee has improved its capacity to institutionalize, concretize and lead the implementation. This is reflected first of all in the organization of studying and thoroughly understanding the resolutions for all organizations, party bases and cadres and party members; attaching importance to building programs and action plans to implement policies and resolutions, ensuring practicality and effectiveness; strengthening the work of monitoring, inspecting, summarizing and concluding the implementation of programs and action plans. Thereby, not only clearly seeing the results of the implementation of the resolutions, but also discovering arising problems to promptly resolve them.

Forecasting has become more proactive and increasingly improved in quality. Accurate and precise advice and forecasting have helped Party committees and the political system proactively and promptly respond to challenges and rapid and unpredictable developments. In 2020, in an extremely difficult context due to the Covid-19 pandemic, thanks to accurate forecasting capacity, the province has made close and correct decisions, taking advantage of and exploiting favorable factors most effectively, promoting socio-economic development. Quang Ninh has emerged as a bright spot in terms of proactiveness and creativity in epidemic prevention, maintaining a safe, stable and developing locality in the new normal state ; implementing well the "dual goals" and proactively and flexibly adapting safely, completely and effectively controlling the Covid-19 pandemic.

Identifying administrative procedure reform in the Party as an important content, a continuous process in the overall administrative reform of the political system to contribute to continuing to innovate leadership methods, improve the quality and effectiveness of the Party's leadership towards the State and the whole society, the Provincial Party Committee has led the promotion of reform and simplification of administrative procedures in Party agencies associated with promoting the application of information technology. The Provincial Party Standing Committee issued Resolution No. 09-NQ/TU (dated February 5, 2022) on comprehensive digital transformation of Quang Ninh province by 2025, with a vision to 2030, with high political determination, methodical, innovative and creative approaches.

Administrative processes and procedures in Party agencies are implemented in a streamlined, optimized manner, minimizing processing time and procedures. Many conferences and meetings are held online or documents are sent via email for cadres and Party members to study and get opinions. Consulting and document synthesis work is also focused on, improving quality, ensuring implementation content. Drafting documents, appraisal, verification, and content development of meetings and conferences are carried out in the direction of selecting key tasks, thus shortening preparation time. The working style of Party committees and Party organizations at all levels is also innovated in a specific direction, close to the people, for the people, saying goes hand in hand with doing, following things to the end, being thorough and effective according to the motto "5 truths", "6 dares".

Under the wise leadership of the Provincial Party Committee, in recent years, Quang Ninh's economy has grown at a high rate, above double digits for 9 consecutive years (2015-2023). Production and business activities continue to develop; tourism has made a breakthrough; agriculture has strongly shifted to high-tech application, commodity production, improving quality and efficiency. The New Rural Development Program has achieved many important results, changing the face of the countryside, improving people's lives; the digital economy has initially received attention for development.

Economic development is harmoniously combined with cultural development, human development, progress, social justice, and protection of resources and the environment. The scale of education and training continues to be developed, educational facilities are improved, and training quality gradually meets human resource requirements. Social security policies are promoted, and social insurance coverage is expanded. National defense and security are maintained, foreign relations and international integration are increasingly deep and effective.

Party committees at all levels promote responsibility, cadres and party members set good examples; democracy is promoted to the highest level, solidarity and unity within the Party are strengthened; the combined strength of the entire political system and the consensus and support of the people are mobilized.
