On the morning of October 2, the Document Subcommittee of the 21st Provincial Party Congress held a conference to listen to opinions on the draft documents of the Document Subcommittee and deploy a number of important orientations in building documents for the 21st Provincial Party Congress, term 2025 - 2030.

The delegates basically agreed with the contents of the draft documents of the Document Subcommittee, including: the working regulations of the Document Subcommittee; notice of assignment of tasks to members of the Document Subcommittee; decision on the establishment of the Document Subcommittee Support Team; plan for drafting Congress documents and some guiding contents on important principles, methods and orientations in drafting documents for the 21st Provincial Party Congress.
Accordingly, the requirements for the drafting of documents to be submitted to the 21st Provincial Party Congress must be in accordance with the process and schedule according to Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo and Plan No. 301-KH/TU, dated September 12, 2024 of the Provincial Party Standing Committee; ensuring full and accurate understanding of the viewpoints, goals, policies and major orientations stated in the draft documents of the 14th National Party Congress. Having the nature of inheritance, innovation and development; closely following the principles, mottos, ideological methods and guiding viewpoints of the Central and Provincial Party Committee; organizing democratic and thorough discussions, considering many aspects in a spirit of openness, listening and respecting the opinions of members of the Document Subcommittee and the participation of all levels, sectors and people. Creating high unity, especially on new issues, difficult issues and strategic visions. The Document Subcommittee drafted four draft documents for the Congress, including: Political Report; Review Report of the Provincial Party Executive Committee, term XX, 2020 - 2025; Draft Resolution of the 21st Provincial Party Congress, term 2025 - 2030; Report synthesizing comments on draft documents of the 14th National Party Congress.
In addition, delegates also contributed many specific opinions related to the progress of document development; principles, methods and requirements in developing Congress documents.

Concluding the conference, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Subcommittee emphasized: All documents serving the Congress must ensure quality, consistency and synchronization with each other. After the conference, it is requested that the Head of the Subcommittee summarize the work of building the Party, government, Fatherland Front and socio-political organizations and the Head of the Subcommittee summarize the work of socio-economic , national defense and security, proactively deploy the work of the two subcommittees; all levels, branches, localities and units actively prepare to serve the subcommittees as well as participate in the process of building documents for the Congress.
Regarding the task of drafting the Political Report, he affirmed: This is an important central document of the Congress. The drafting of the Political Report must be based on a spirit of strong innovation so that the Political Report is truly valuable, not only as a central document of the Congress but also as a guide and orientation for the entire term and has a long-term vision.
He requested the Subcommittee's Working Group and relevant focal points to focus on developing a detailed draft outline as soon as possible. Based on the thematic reports, especially the summary reports of the two subcommittees, it is necessary to evaluate and summarize the important achievements and results of the entire term. The spirit is to evaluate correctly and substantially, as a basis for shaping the next stage of development. In particular, it is necessary to acknowledge and evaluate correctly the achievements of leadership, direction, organization and implementation and the participation of all levels, sectors and people in solidarity to overcome difficulties and challenges. At the same time, it is necessary to demonstrate consistency and perseverance in implementing the goals, directions, important orientations as well as the tasks and solutions set forth by the 20th Provincial Party Congress; timely decisions, innovative and creative ways to create achievements and new values. Thanks to that, the province's economy has made great strides; Although many goals have not been achieved as expected, in such a difficult context, achieving such results is very remarkable. That result also creates a new mindset and position for the province, helping to shape a new development path in the long term, towards the goal of making Thai Binh a developed province in the Red River Delta region. All of these must be summarized and fully evaluated in the document.
Regarding the orientation for the next term, he suggested continuing to persevere and be consistent with the general goals set out in the Resolution of the 20th Provincial Party Congress; the contents of the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050; grasping new trends, new shapes and new directions from the Central Government; boldly proposing long-term strategic solutions to bring the province to a new level of development, with a worthy position in the region. To have effective solutions, it is necessary to have the active participation and contributions of all levels, sectors, cadres, party members and people of all walks of life.
