National innovation - The driving force for national development

The world is moving at an unprecedented speed with artificial intelligence, big data, biotechnology, clean energy, and new materials. Countries that are one step ahead in science and technology will progress faster and further. Vietnam has no choice but to consider science and technology, innovation and digital transformation as the top important breakthroughs and the main driving force for innovation in the development model. This is the request of General Secretary To Lam - Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation, at the National Innovation Festival 2025.

General Secretary To Lam affirmed that Resolution 57 and new laws have opened up space and removed bottlenecks for innovation; suggested that innovation must be considered a national cause, linked with science and technology development, mastering core technologies and deploying 11 strategic technology groups.

The General Secretary suggested that it is necessary to improve institutions and policies, promote innovative startups, and build a globally connected ecosystem. Effectively operate the three pillars: the creative state - enterprises as the center - institutes and schools as sources of knowledge. The General Secretary emphasized that innovation must be linked to sustainable development, international integration, and spread to all areas of life.

"I call on all cadres, civil servants, public employees, workers, farmers, engineers, teachers, doctors, soldiers of the armed forces, the elderly, students and all Vietnamese people at home and abroad to uphold the spirit of patriotism, constantly innovate in daily work, each civil servant to improve processes, each teacher to innovate methods.

Each engineer writes more lines of code, each entrepreneur ventures into the market. Each young person should dare to challenge their own responsibility, let each person have a useful idea, each agency a specific improvement, each locality a leading product so that the whole country becomes a vibrant, creative and innovative ecosystem. Let's turn challenges into opportunities, ideas into values, aspirations into reality, and bring the country to develop and become rich in the new era," General Secretary To Lam emphasized.

Enhancing the effectiveness of public-private cooperation in science and technology

At the event, thoroughly implementing the direction of General Secretary To Lam, Prime Minister Pham Minh Chinh proposed to implement the motto "3 no": Do not say no, do not say difficult, do not say yes but do not do in development and innovation; Do not be perfectionist, do not rush, do not formalize innovation; Do not create barriers to innovative thinking and drastic action in innovation, do not let administrative procedures get in the way, do not limit the innovation space of any collective or individual. For development partners and international organizations, the Prime Minister proposed to have "3 supports" to help Vietnam; For the young generation, the Prime Minister emphasized 3 more pioneers.

In order to mobilize resources from all groups and individuals for innovation, last July, for the first time, there was a legal document, a Decree specifically designed for the public-private partnership (PPP) mechanism in the field of science and technology, innovation and national digital transformation - that is Decree 180 newly issued by the Government. The new Decree with many breakthrough mechanisms is expected to help the business sector participate in solving the "big problems" of the economy announced by the State through PPP cooperation.

"The biggest bottleneck right now is in businesses, businesses lack information about the new Resolution, lack of implementation methods. Specifically, Decree 180 allows us to account for research and development costs in operating expenses, but on October 1, when the law took effect, there were still no guiding regulations," Mr. Nguyen Van Khoa - General Director of FPT Group reflected.

Immediately after Resolution 57 was issued, many laws were amended or newly issued such as the Law on Science, Technology and Innovation, the Law on Digital Technology Industry, the Law on Bidding, the Law on Investment, etc. However, the leading role of the State is extremely important.

Mr. Vo Xuan Hoai - Deputy Director of the National Innovation Center (NIC) said: "As it is now, if we want to promote innovation centers and startup centers, the State must participate partially, use part of state resources, and have state funding for implementation."

Experts are teaching and working in the field of quantum technology - a field considered to be a revolutionary step forward and will change the world in the future. They are ready to return from the US and the UK to contribute to the technology industry of their home country.

Ms. Nguyen Hoang Hong Nhung - President of the Vietnam Quantum Industrial Innovation Network said: "No matter where they are, Vietnamese people all want to return to their homeland. However, in high-tech fields, the basis for continuing to research and work in such an environment is a difficult problem that the network wants to solve."

To date, the National Innovation Center has sponsored the establishment of 10 Innovation Networks in 22 countries and territories, with more than 2,000 members, to coordinate with universities, research institutes and businesses to solve the country's major problems. Innovation is a command from the heart of every Vietnamese, wherever they are.

This year, Vietnam continues to maintain its ranking of 44/139 countries in the Global Innovation Index (GII) and is considered one of the 9 middle-income countries with the fastest improvement in ranking since 2013. At this speed, with the determination of each person having a useful idea, each agency having a specific improvement, each locality having a leading product, Vietnam will become a vibrant innovation ecosystem, steadily entering the new era.
