New momentum for cooperation in APEC

VHO - From August 26 to 28, the first APEC High-Level Dialogue on Cultural and Creative Industries (HLD-CCI) took place in Gyeongju City (South Korea), with the participation of Ministers and senior leaders in charge of the cultural sector from 21 member economies. This is the first time APEC has organized a specialized forum on culture and creative industries, emphasizing the role of culture as a new driving force for regional cooperation and growth. The Vietnamese delegation, led by Deputy Minister of Culture, Sports and Tourism Ho An Phong, attended the Conference.

With the theme Cultural and Creative Industries: New Horizons for Prosperity , the Ministers affirmed that the rich cultural heritage and dynamic creativity of each economy , combined with technological innovation, especially artificial intelligence (AI), are becoming important resources to promote economic growth and enhance mutual understanding in the region.

Delegates stressed that cultural and creative industries not only contribute to GDP and create jobs, but also expand trade opportunities, connect small and medium enterprises, and promote people-to-people exchanges, preserve heritage and develop tourism .

In the spirit of APEC 2025 Korea, the conference focused on discussing three main pillars of cooperation:

Connect: Cultural and creative industries are seen as new catalysts for economic cooperation in APEC, creating bridges between sectors and expanding people-to-people dialogue.

Innovate: Digital technology and AI are opening up new ways of creating, from production, distribution to reaching audiences. At the same time, it is necessary to focus on training digital skills and ensuring sustainability for artists and cultural enterprises in the context of rapid technological development.

Prosper: The conference called on economies to continue dialogue, share experiences, implement training programs, support small and medium enterprises, women and youth in the creative industry sector, contributing to building a prosperous and inclusive APEC community.

At the Conference, Vietnam's representative, Deputy Minister of Culture, Sports and Tourism Ho An Phong, affirmed that cultural and creative industries are becoming the "glue" that binds the community in APEC, creating not only spiritual values ​​but also making substantial contributions to sustainable economic growth.

The Deputy Minister said that in Vietnam, although the cultural industry is still young, it has made strong progress. In 2022, it will reach an added value of 4.04% of GDP with over 2 million workers, an average growth rate of 7.44% per year.

The Politburo issued Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, considering this an important driving force to promote sustainable development, and at the same time a foundation to help creative cultural industries make breakthroughs in the coming period.

Currently, the Ministry of Culture, Sports and Tourism is submitting to the Government for approval the Strategy for Cultural Industry Development to 2030, with a vision to 2045, with six priority areas including: performing arts, cinema, cultural tourism, software and entertainment games, advertising and handicrafts.

According to Deputy Minister Ho An Phong, Vietnam aims for the cultural industry to contribute 7% of GDP by 2030 and become a spearhead economic sector. Vietnam also wants to promote its bridging role in APEC, promote cooperation between the government, businesses and the creative community, and actively contribute to the formation of an open APEC cultural industry network, where all economies share values ​​and spread identity.

In their closing remarks, the Ministers thanked the host country, Korea, for successfully organizing this historic forum. The inclusion of culture and creative industries as an official APEC agenda item is considered a breakthrough step, opening up new cooperation horizons for the entire region.
