Dong Nai requests special mechanism for material mines

Faced with difficulties in supplying earth and rock filling materials while the demand for projects is very urgent, Dong Nai , investors and contractors request a special mechanism to complete procedures and exploit them in time to serve the project.


On March 4, a working group from the Ministry of Agriculture and Environment worked with the People's Committee of Dong Nai province. They also conducted field inspections and listened to the opinions of investors and contractors... to consider resolving legal problems at mineral mines in the area.

Currently, the demand for earth filling projects in Dong Nai is very large.

According to a report by the Department of Agriculture and Environment of Dong Nai province, by the end of 2024, 26/32 mineral mines in Dong Nai province were stuck in legal procedures.

In addition, there are 5 expired mining licenses, 1 unexploited mining license, so there is difficulty in supplying materials for Bien Hoa - Vung Tau expressway, Long Thanh airport, Ho Chi Minh City Ring Road 3...

Faced with this situation, since the beginning of the year, under the direction of the Government leaders, ministries and branches have supported the gradual removal of obstacles in a number of mines, so they have been able to supply some projects, but not enough.

Therefore, Dong Nai proposed to apply a special mechanism to shorten the time and procedures for these mines.

Currently, some mines have requested to increase the mining depth, but the 2024 Law on Geology and Minerals has not yet come into effect, so a special mechanism is needed to immediately have a source of materials.

Dong Nai proposed that key projects such as Bien Hoa - Vung Tau, Dau Giay - Tan Phu expressways, and Long Thanh airport be subject to special mechanisms on exploitation procedures.

Ms. Nguyen Thi Hoang, Vice Chairwoman of Dong Nai Provincial People's Committee, said that the province has a very large reserve of construction stone, enough to meet the needs of key projects in the Southern region. The problem is that key projects require large volumes of stone and are time-sensitive.

To solve the problem, Dong Nai proposed that the Central agency work with the province to remove obstacles at mineral mines.

In the immediate future, the locality will soon have a summary report, so it is hoped that the Ministry's working group will make recommendations to the Government to soon have solutions to exploit large reserves of soil and rock to serve the urgent needs of the projects.

Mr. Vu Sy Kien, Deputy Director of the Department of Land Management, requested Dong Nai to synthesize the capacity of mines, classify difficulties, and quickly report to have a solution.

Concluding the meeting, Mr. Vu Sy Kien - Deputy Director of the Department of Land Management (Ministry of Agriculture and Environment) requested Dong Nai province to synthesize and have a detailed report on the capacity of the mines in operation, classify the mines supplying materials for key projects.

Mr. Kien requested Dong Nai to report in writing, clearly stating the difficulties and problems regarding land and investment at each mine and propose solutions to remove them through special mechanisms to the Ministry of Agriculture and Environment.

The Ministry pledges to accompany and support Dong Nai to soon remove legal obstacles at mineral mines and solve the problem of construction materials for key projects in the South.

Working with the working group, the representative of Tan Cang 1 quarry said that the unit's quarry has an area of ​​over 100 hectares, and up to now, there are still over 20 hectares of land that have not been leased. The reason is that the local land use plan has not been approved, and there are problems in land transfer with the people. Therefore, we hope to resolve this soon to meet the needs of serving the projects.

Similarly, the representative of Binh Thanh Production, Trade and Service Cooperative said that in 2018, the unit was licensed to exploit Thanh Phu 3 mine, Vinh Cuu district, with an area of ​​25 hectares and reserves of more than 14 million m3.

The unit has now expanded 24 hectares, with exploited reserves of more than 9 million cubic meters. The remaining area is about 1 hectare and reserves of more than 5 million cubic meters of rock, but land lease agreements are difficult, and some regulations in the Land Law and the Mineral Law overlap, so legal procedures have not been completed.

Contractors and investors are waiting for materials.

Sharing with Giao Thong Newspaper, investors, contractors of the expressway and Ring Road 3 of Ho Chi Minh City said that currently it is the dry season so the construction is speeding up, so a large volume of sand and rock is needed. At this stage, in addition to the approved mines in Bien Hoa and Long Thanh, contractors still have to buy more from outside to serve the construction.

However, with the current situation of filling the foundation and implementing other items, there will soon be no more filling soil. Therefore, the contractor and investors hope that the locality will soon resolve the related procedures to have soil, rock and sand in March to construct the project, ensuring progress.

Mr. Nguyen Ngoc Ha, Executive Director of Project Component 2 of Bien Hoa - Vung Tau Expressway (Project Management Board 85) said that the unit and contractors have submitted complete documents to request to continue lowering the Phuoc Binh mine cote near the construction site to serve the project in time. However, until now, they are still waiting.

The Project Management Board hopes that the locality will soon support the filling materials so that the project can be completed in time during the dry season. In addition, Mr. Ha also said that there is still a small amount of land, especially the bridge construction site, that has not been handed over, affecting the construction process. Therefore, the Project Management Board also hopes to soon hand over the remaining land to the contractor to start construction immediately.
