Plan to abolish secondary school graduation classification

Secondary school diplomas will no longer be classified into three categories: excellent, good, and average, according to a new draft circular of the Ministry of Education and Training .

On October 2, the Ministry of Education and Training issued a draft circular on the Regulations on Recognition of Secondary School Graduation. Accordingly, students will be considered for recognition of secondary school graduation when they complete the 9th grade program and do not miss more than 45 school days in a year.

This draft circular has removed the provisions on excellent, good, and average grades of the secondary school graduation certificate. The new regulation states that students who are recognized as graduates will be awarded a diploma, without mentioning the grades.

Another new point is the number of times graduation is considered per year. The draft circular states that the Department of Education and Training can proactively decide the number of times graduation recognition is considered, but not more than twice per year; while current regulations only allow once at the end of the school year.

Regarding the process, the secondary school establishes a graduation recognition council. Council members include the principal, the head of the professional group, the homeroom teacher and the subject teacher of grade 9, with a minimum of 7 people. The council will check the student records, make a list of students who are eligible to graduate from secondary school and approve.

Based on this list, the Department of Education and Training decides to recognize junior high school graduation and grant diplomas to students.

According to current regulations, graduating from junior high school is a mandatory criterion to take the 10th grade high school entrance exam. At the time of the exam, if students do not have a graduation certificate, they can submit a temporary graduation certificate.
