On the morning of October 9, the National Assembly Standing Committee gave opinions on the Government's report on the results of implementing the 2024 socio- economic development plan and the draft 2025 socio-economic development plan.
Just focusing on the process and then fixing it does not solve the problem.
One of the notable contents pointed out by the Economic Committee in the review report, presented by Chairman of the Economic Committee Vu Hong Thanh, is that in 2024, public opinion was stirred up by the case of "fake scholars, real degrees" at the highest level of training. However, the state management agency of education has not yet had a satisfactory, public, and transparent solution to the public.
The Economic Committee's review report mentioned the case of Mr. Vuong Tan Viet (Thich Chan Quang) who defended his thesis and was awarded a PhD degree from Hanoi Law University after about 2 years since graduating with a Bachelor of Laws degree from the part-time program.
Afterwards, the Department of Education and Training of Ho Chi Minh City issued a document confirming: "Mr. Vuong Tan Viet's name was not on the list of candidates and the list of names and scores in the 1989 high school graduation exam of the Department of Education and Training of Ho Chi Minh City and his name was not on the list of high school graduation certificates awarded on June 6, 1989 of the Department of Education and Training of Ho Chi Minh City".
Chairman of the Committee for Culture and Education Nguyen Dac Vinh assessed the general situation of education as good, but education quality management needs to continue to pay attention when specific incidents and cases have occurred recently.
According to Mr. Vinh, when reviewing, we must also consider whether we have managed the quality of education well.
“We see that when an incident occurs, we pay more attention to analyzing and evaluating whether the management is following the correct procedures. But a very important thing is that when the quality is not guaranteed, why don’t we go straight to the issue of the quality of the thesis, whether the work is really good or not,” said Mr. Vinh.
The Chairman of the Committee for Culture and Education said that if we just focus on the process and then amend some regulations, we will not solve the problem. There are things that are completely in accordance with the regulations, but the people implementing those regulations are not strict.
“Although this is not common in the education sector, it is a phenomenon. We have held discussions and discussions with the education sector and think that the sector will soon rectify this problem,” Mr. Vinh emphasized.
Old disease but new treatment needed
Also interested in the field of education and culture, Head of the Delegation Affairs Committee Nguyen Thanh Hai noted that this field has many positive changes, the exams have achieved good results and are safe. There was an incident in the 10th grade entrance exam in a province, which was later handled and the officials were strictly punished.
According to Ms. Hai, the issue that people are very concerned about and also affects many households is the problem of overcharging at the beginning of the school year. This is not a new phenomenon, the government, the National Assembly, and localities have been very active in monitoring, but in reality it still happens.
“Children who are going to school, or comrades whose children are going to school, certainly still have this phenomenon. Although this is not a new problem, it needs to be dealt with; it is an old disease but needs new treatment methods. I think the Government report should state the measures that have been done, what has not been done, and when it comes to the National Assembly, delegates will also discuss and ask about this issue. Therefore, there needs to be more innovative measures,” Ms. Hai said.
In addition, the Head of the Delegation Work Committee also mentioned the issue of textbooks. After the reform, there were many sets of textbooks, each school used a different set of textbooks.
“This is a good thing and is being supported, but when students transfer schools, they have to buy new books, which costs about 300,000 VND, which is a large amount of money compared to households in remote areas. Therefore, there should be a library bookcase so that when children transfer schools, they can borrow books from the library. Or in the event of a storm or flood, children in the lowlands can use the library to support books for children in the flood areas. Every place should have a library to lend books,” the Head of the Delegation Work Committee suggested.
