Civil servants of the Public Administration Service Center of Hac Thanh ward receive and process administrative procedures for organizations and citizens.
As a ward with a large population, before the two-level local government model officially came into operation, the Hac Thanh Ward Public Administration Service Center was selected by the province to practice specific situations on handling administrative procedures for citizens. The practice was not only to improve the conditions of facilities, information technology infrastructure, and human resources plans, but also to help ward officials and civil servants quickly adapt to the requirements of operating the apparatus according to the new model.
Deputy Director of the Hac Thanh Ward Public Administration Service Center, Hoang Dinh Hung, said: “Changing the local government model from 3 levels to 2 levels shows a strong shift from administrative management thinking to service. Therefore, when operating a 2-level local government, we determined that we must truly innovate for the people in accordance with the direction of the Central and the province. All officers and civil servants of the Ward Public Administration Service Center have proactively learned new contents and procedures for handling administrative procedures, especially regulations on handling administrative procedures without administrative boundaries according to Decree No. 118/2025/ND-CP of the Government . At the same time, 10 officers and civil servants were arranged to work in accordance with their expertise, clearly assigning responsibilities to each comrade in charge of each field to avoid overlapping or missing tasks. In particular, the center has publicized the hotline phone number of the Vice Chairman of the Ward People's Committee and the administrative service center. The ward chief, deputy director of the center and heads of departments and offices are there for citizens to report if any problems arise. The center has also arranged additional police and union members to support reception, guidance, and help people to resolve administrative procedures most conveniently.
Located in the old administrative center of Thanh Hoa City, the Hac Thanh Ward Public Administration Service Center uses a spacious and well-equipped infrastructure system. The area for receiving and returning results of administrative procedures is divided into transaction doors corresponding to each field. The center is also invested in a synchronous equipment system, including automatic number taking machines, computers, printers, scanners, information technology systems... to process work; the waiting area is fully equipped with tables and chairs for organizations and individuals. In addition, the center also installed a camera system to monitor the entire communication and work resolution process of officials and civil servants with organizations and citizens. All administrative procedures under the authority of resolution; fee levels, charges, and processing time are publicly posted, creating conditions for organizations and citizens to grasp information, prepare documents, fees, and charges when resolving administrative procedures, while preventing negative behaviors and harassment against organizations and citizens.

From July 1, 2025, the National Public Service Portal has become the only "one-stop shop" providing online public services for people and businesses when performing administrative procedures in the electronic environment. With a synchronous and modern investment in information technology infrastructure, administrative procedures performed at the Hac Thanh Ward Public Administration Service Center basically operate smoothly and effectively. In just 4 days of operation, the center has received 349 records, of which 287 records have been resolved and returned results, 62 records are being resolved within the deadline, and no records are overdue. Mr. Bui Duc Linh, a citizen of Quang Phu Ward, shared: "Although it has just been put into operation under the 2-level local government model, the working atmosphere at the Hac Thanh Ward Public Administration Service Center is very serious and responsible. The civil servants here give enthusiastic guidance, helping me grasp the process of handling administrative procedures easily."
Sharing the same opinion, Ms. Nguyen Thi Dung, a citizen of Hac Thanh ward, said: "I came to do business registration procedures and was guided by the center's civil servants to submit documents online on the National Public Service Portal, which is very simple and easy to do. I believe that the new government model will help people to resolve administrative procedures faster and more effectively, meeting people's expectations."
