Difficulties still exist
After the merger, following the direction of the province, the Department of Agriculture and Environment has reviewed the number of poor and near-poor households in the area. By the beginning of 2025, the whole province (including Thai Nguyen and Bac Kan ) recorded 23,061 poor households (accounting for 5.46%), 15,482 near-poor households (3.67%), of which 19,354 poor households are ethnic minorities, accounting for 83.93% of the total number of poor households.
This figure shows that the poverty situation is still significant, while the potential of many localities is limited.
Specifically, Ngan Son commune (established on the basis of merging Duc Van and Coc Dan communes and Van Tung town), currently has 27 villages and areas with more than 1,890 households and 8,260 people. With a terrain mainly of hills and streams, steep slopes, the commune faces many difficulties and challenges in socio -economic development.
Ms. Duong Thi Phuong Que, Chairwoman of the People's Committee of Ngan Son Commune, said: Infrastructure conditions in the commune are not yet synchronous, many villages and hamlets still face difficulties in transportation, electricity, irrigation, cultural houses and educational facilities, affecting the ability to attract investment and expand production. The locality is also lacking quality human resources; most of the workers have not received vocational training and have difficulty accessing new technology in production.
The economy is mainly small and fragmented, has not formed a value chain, and is easily affected by price and market fluctuations. In addition, the risk of landslides, flash floods in highland villages also directly affects life and production. These difficulties are posing a big challenge to poverty reduction in the commune, Ms. Duong Thi Phuong Que added.
Ms. Duong Thi Phuong Que's sharing is well-founded, because in many localities in the province, after each natural disaster, people's houses and fields are damaged, leading to the risk of many households that had escaped poverty falling into difficult situations again. In addition to the above-mentioned difficulties, Thai Nguyen still has 7,900 unemployed households, including 5,801 poor households and 2,099 near-poor households. There are 8,976 households with a family dependency ratio of over 50% (including children, the elderly or people with disabilities receiving monthly social benefits) belonging to the poor and near-poor households group. Notably, the whole province still has over 5,060 poor and near-poor households with malnourished children, and 3,764 households lacking health insurance. These figures reflect the great challenge in poverty reduction and social security.
There are still many households in the area with at least one person aged 16 to under 30 who has not attended training courses or has no education certificate or diploma (5,099 poor households, 1,460 near-poor households). In addition, there are 1,808 households with at least one child aged 3 to under 16 who is not attending the right level of education according to their age. Another major difficulty is that the whole province still has 4,169 poor and near-poor households lacking housing space.
In addition, Thai Nguyen still has 3,616 poor and near-poor households that do not have access to clean water; 16,574 households do not have hygienic toilets... These numbers reflect significant limitations in access to infrastructure and essential services, posing great challenges in the process of improving people's quality of life.
Need efforts of the entire political system
Identifying sustainable poverty reduction as a key task of the entire political system, contributing to promoting socio-economic development, Thai Nguyen has implemented many solutions to increase income and improve people's lives. The province focuses on promoting the dissemination of the Party and State's policies and guidelines on poverty reduction, implementing them in many forms and with rich content, while raising awareness, gradually eliminating the mentality of waiting, relying on others and arousing the will to rise up of the people.
According to Mr. Nguyen Thanh Nam, Head of the Provincial Department of Economic Cooperation and Rural Development, the outstanding success of Thai Nguyen after the merger is the effective implementation of the Program to eliminate temporary and dilapidated houses according to the Prime Minister's Official Dispatch No. 102/CD-TTg dated October 6, 2024. After just over a month (until August 8, 2025), the whole province has fully supported 6,953 households, of which 5,426 households were newly built, 1,527 households were repaired, completing 100% of the set plan.
Despite many achievements, to complete the goal of sustainable poverty reduction by 2030, Thai Nguyen still has many important tasks. The province has oriented to synchronously develop socio-economic infrastructure in disadvantaged communes, both serving production and people's lives and increasing the ability to adapt to climate change; continue to implement solutions for sustainable poverty reduction, building happy communities; improve capacity, communication, monitoring and evaluation work; at the same time promote the active role of the community in the implementation process.
To effectively implement the set orientations, the province focuses on strengthening the leadership and direction of Party committees and authorities at all levels on sustainable poverty reduction. Specifically, Party committees and authorities at all levels determine the target of reducing the annual poverty rate in the socio-economic development program, emphasizing the role and responsibility of the heads of Party committees, authorities and heads of agencies and units in implementation. At the same time, the province builds a management mechanism, organizes the implementation of the program synchronously from the province to the grassroots, issues phased and annual plans; establishes steering committees at all levels; issues specific support mechanisms and policies to ensure the program is implemented effectively, without missing any targets.

In addition, propaganda, education and raising awareness and responsibility of cadres and party members, especially leaders, in poverty reduction need to be focused on. At the same time, continue to effectively implement the movement "The whole country joins hands for the poor - leaving no one behind"; promptly reward typical households with efforts to escape poverty, along with organizations and individuals with practical actions to support people.
Another important solution is that the province needs to effectively implement poverty reduction support policies associated with sustainable development goals.
In particular, it is necessary to fully and promptly implement support policies; focus on building and replicating production models for poor households, near-poor households, newly escaped-poverty households, women, ethnic minorities and disadvantaged communities. These models should be linked with enterprises, cooperatives, and cooperative groups, aiming to improve autonomy, green development, apply digital technology and be suitable for each locality.
Along with that, the province strengthens social assistance, vocational education and livelihood development, creates sustainable jobs, and enhances people's economic autonomy through expanding policy credit.
At the same time, promote modernization and digital transformation in labor market forecasting, connecting supply and demand, managing human resources and building labor databases; promote labor restructuring, reduce labor in the informal sector and expand sustainable employment opportunities.
Sustainable poverty reduction cannot be solved overnight. Therefore, the mobilization and effective use of investment resources for this work is an inevitable requirement. It is necessary to synchronously deploy many solutions, manage and use resources in accordance with current principles, criteria and regulations; implement openly, transparently, prioritize in order and avoid spreading, to achieve sustainable effectiveness.
