Digital solutions to support Vietnamese workers working abroad

The “DOLAB-JICA Overseas Employment” application is a collaborative product within the framework of the Project “Supporting information connection for Vietnamese workers working abroad under contract”. The project was implemented from August 2023 by the Department of Overseas Labor Management, Ministry of Home Affairs in coordination with the Japan International Cooperation Agency.

Speaking at the application launch event, Deputy Director of the Department of Overseas Labor Management Vu Truong Giang emphasized: "Sending workers to work abroad is one of Vietnam's important policies."

"However, workers today still face many difficulties due to lack of information, having to go through brokers, being charged illegal fees, and even being scammed. The application "DOLAB-JICA Overseas Jobs" is a tool to concretize Law No. 69/2020/QH14: Law on Vietnamese Workers Working Abroad under Contract, aiming to support workers to connect directly, reduce costs and ensure long-term benefits," said Mr. Giang.

Mr. Ishikawa Isamu, Ambassador of the Embassy of Japan in Vietnam, also highly appreciated the coordination efforts between the Director of the Department of Overseas Labor Management and the Japan International Cooperation Agency.

“We cannot let young Vietnamese people, who are full of potential, pay too high fees or be scammed to work in Japan. This application is a powerful tool to protect them and at the same time demonstrates the responsibility of the two countries in building a transparent, sustainable and humane labor market,” Mr. Ishikawa Isamu emphasized.

The “DOLAB-JICA Overseas Employment” application allows workers to directly view job postings approved by the Department of Overseas Labor Management, from licensed service businesses.

The application provides complete information about the industry, work location, basic salary... and especially, employees can send messages directly to the recruiting company for consultation, without going through any intermediary. All of these functions are provided completely free of charge.

Uno Koichi, Head of the International Cooperation Division, Ministry of Health , Labor and Welfare of Japan, shared that the “DOLAB-JICA Overseas Employment” application is part of the Japanese Government’s efforts to enhance transparency in the labor market, especially within the framework of the “employment for skills development” program.

According to him, many Vietnamese interns and international students have become important bridges in the relationship between the two countries; supporting them is an investment for a common future.

Chief Representative of the Japan International Cooperation Agency Office in Vietnam Kobayashi Yosuke highly appreciated the efforts of the project team, but said that the launch of the application is just the beginning.

“Now is the time for the race to begin, we need to see how Vietnamese businesses and workers receive the application. Through the application, we hope to support more businesses to participate in better protecting workers. I am confident that the fact that businesses in a country can ensure the protection of workers will contribute to improving the image of that country,” said Mr. Kobayashi Yosuke.

In addition to supporting job searches, the application is also designed to develop long-term functions. The “DOLAB-JICA Overseas Jobs” application is a platform that combines a website and a smartphone application, aiming to serve a variety of subjects - especially workers in remote areas where it is difficult to access transparent information about the international labor market.

“We built the “DOLAB-JICA Overseas Employment” application as a comprehensive tool: from job searching, to reporting violations and career support after returning home. All data is verified by DOLAB, giving workers absolute peace of mind,” said project chief advisor Shibata Takumi.

Not only supporting workers, the “DOLAB-JICA Overseas Jobs” application is also a useful tool for service businesses in approaching potential candidates, reducing recruitment costs and improving operational efficiency. Domestic businesses can also easily connect with high-quality human resources - workers who have spent time working and training abroad.

Currently, more than 800,000 Vietnamese workers are working in more than 40 countries and territories, of which Japan accounts for nearly 450,000. In 2024 alone, more than 158,000 people went to work abroad under contract.
