Solving difficulties and obstacles, speeding up the progress of projects in Nghi Son town

On the afternoon of May 13, comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, as head of the working delegation, inspected the actual situation and listened to reports on the progress of implementation, resolution of difficulties and problems of the Dong Vang Industrial Park project, Duc Giang Chemical Factory and migration, residential arrangement, and resettlement of a number of households in Lam Quang village, Tan Truong commune (Nghi Son town).

Before working with the People's Committee of Nghi Son town, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi and the working delegation inspected the field and progress of the projects: Dong Vang Industrial Park, Duc Giang Chemical Factory and the relocation, arrangement of residents, and resettlement of a number of households in Lam Quang village, Tan Truong commune.

According to the report of Nghi Son Town People's Committee, Dong Vang Industrial Park has a land use demand of 491.9 hectares with a total investment capital of 2,400 billion VND. The project affects Tan Truong, Tung Lam, Phu Lam communes with a total number of affected households of 413 households and 12 organizations; the number of households expected to be resettled is 238 households, including the communes: Tung Lam 63 households, Phu Lam 175 households. By May 13, the inventory of the current status of land and assets on land had been completed and 315.9 hectares of land had been submitted for land recovery and the compensation and support plan of 245.7 hectares/63.7 billion VND had been approved. At the same time, 33.9 billion VND/197.32 hectares had been paid and the site had been handed over to the investor to implement the project of 186.57 hectares.

Currently, the project items still face some difficulties and problems, such as: For the Wastewater Treatment Plant, there are 8 households with the amount of 28.18 billion VND/4.6 hectares that have not been paid. There are 48.38 hectares related to 30 households whose land has been recovered but are not eligible for compensation because the land is contracted to the Protection Forest Management Board. Currently, the households are complaining about compensation. In addition, there are 40.43 hectares of overlapping land of the Protection Forest Management Board that the current status of households using has not been resolved.

Regarding the 32.41 ha area related to mineral mines, because the mines did not exploit the entire area assigned, households arbitrarily replanted trees on this area. Currently, households have not cleared their assets to hand over the site to the project, although they have been notified many times by the Nghi Son Town People's Committee. With the 47.19 ha area of ​​residential land, there is currently no basis for land recovery due to the reason that infrastructure investment in resettlement areas has not been completed.

For Project No. 1 - Duc Giang Nghi Son Chemical Complex, the investor has coordinated with Nghi Son Town People's Committee to complete compensation and site clearance for the entire 30 hectares of the project. Duc Giang Nghi Son Chemical Company Limited is completing fire prevention and fighting documents, facility design... to submit to the competent authority for approval and strives to start the project in September 2024.

Regarding the project of migration, population arrangement, and resettlement of some households in Lam Quang village, Tan Truong commune, up to now, the construction contractor has completed about 80% of the contract value, meeting the conditions for handing over about 127 resettlement lots. Nghi Son town People's Committee has issued a decision to reclaim 75.33 hectares of land, approved compensation costs, and provided 327.6 billion VND in support for 150 households. The remaining 12.55 hectares related to land managed by the commune People's Committee and land of 12 households have not yet issued an approval decision.

At the working session with Nghi Son town, members of the working group analyzed the existing difficulties and problems of the projects. At the same time, they proposed solutions for Nghi Son town to coordinate with relevant departments of the province to handle and resolve them according to the provisions of law.

Concluding the working session, based on the opinions of the working group members, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi emphasized that these are important projects in attracting investment. Therefore, relevant sectors of the province and Nghi Son town need to focus on removing difficulties and obstacles so that investors can speed up the implementation of projects according to plan.

The Standing Vice Chairman of the Provincial People's Committee also gave his opinion on resolving difficulties and problems related to site clearance and implementation of the Dong Vang Industrial Park project; infrastructure project for the resettlement area of ​​Tung Lam commune; infrastructure project for the resettlement area of ​​Phu Lam commune to serve the site clearance of Dong Vang Industrial Park, Duc Giang Chemical Factory and the project of migration, population arrangement, and resettlement of a number of households in Lam Quang village.

Regarding difficulties and problems related to the land area of ​​the Protection Forest Management Board, the Standing Vice Chairman of the Provincial People's Committee, Nguyen Van Thi, assigned the People's Committee of Nghi Son town to coordinate with the Departments of Natural Resources and Environment, Agriculture and Rural Development to carry out the procedures and submit them to the Provincial People's Committee for appraisal and approval according to regulations; requesting units, based on their assigned functions and tasks, to closely coordinate and promptly resolve each difficulty and problem; continue to promote propaganda and mobilization work, support the people, ensure security and order, speed up the progress and start construction of investment projects according to plan.
