Which private preschool teachers in Ho Chi Minh City are supported with 1 million VND/month?

From September 1, 2025, many private preschool teachers in industrial zones and preschool teachers working in nurseries and kindergartens with many workers will be supported with 1 million VND/person/month.

The Resolution on policies for developing preschool education in industrial zones and labor-intensive areas in Ho Chi Minh City was passed by the 10th Ho Chi Minh City People's Council, 3rd session on August 28, 2025, with many support policies for private and non-public preschool teachers; private and non-public preschool facilities and preschool children.

What are the conditions for preschool teachers to receive support of 1 million VND/month?

According to the resolution, preschool children who are children of workers and laborers working in industrial zones with many workers will be supported with 240,000 VND/child/month. The support period is calculated based on the actual number of months of study, but not exceeding 9 months/school year.

Also according to the resolution, preschool teachers working at private preschools in industrial zones and preschool teachers working at nurseries and kindergartens with many workers will receive support of 1 million VND/person/month. The support period is calculated based on the actual number of months of study, but not more than 9 months/school year. This support level is outside the salary agreed between the owner of the private preschool and the teacher and is not used to calculate social insurance, health insurance and unemployment insurance.

According to statistics from the Department of Education and Training of Ho Chi Minh City, counting only the teaching staff - not including the management and staff, the number of teachers in Ho Chi Minh City (after the merger) by the end of the 2024-2025 school year is 27,548 people. Of which, 11,141 teachers are in public preschools. The remaining 16,407 teachers work in private preschools.

According to Article 75, Decree No. 145/2020/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Labor Code on working conditions and labor relations, " places with many workers " are defined as: (1) Industrial parks, industrial clusters, export processing zones, economic zones, high-tech parks (hereinafter referred to as industrial parks) with 5,000 or more workers working in enterprises and participating in social insurance in the industrial park; (2) Communes, wards and towns with 3,000 or more workers registered for permanent residence or temporary residence in that commune, ward or town.

Also according to the above resolution, independent, non-public, private preschools in areas with industrial parks and nurseries and kindergartens in places with many workers are supported with one-time equipment including: equipment of tools, toys, teaching equipment according to the list prescribed by the Ministry of Education and Training and financial support for repairing facilities to directly serve the care, nurturing and education of children.

Specifically, independent preschools in industrial zones and nurseries, and kindergartens in labor-intensive areas with less than 30 children will receive support of VND35 million. Independent preschools in industrial zones and nurseries, and kindergartens in labor-intensive areas with from 30 to less than 50 children will receive support of VND55 million.

Independent preschools in industrial zones and nurseries and kindergartens in labor-intensive areas with 50 to 70 children will receive VND70 million in support. Nurseries, kindergartens and preschools in labor-intensive areas with more than 70 children will receive VND70 million in support.

The funding for the above support sources will come from the state budget according to the current budget allocation. The Resolution takes effect from September 1, 2025.

Previously, in the policies for developing preschool education in industrial zones in Ho Chi Minh City, it was stipulated that independent and private preschools in industrial zones that wanted to receive support had to meet the criteria of "at least 30% of the children being children of workers". This caused many facilities to not receive support.
