Public school teachers enjoy Tet bonus for the first time

On the occasion of Tet At Ty 2025, more than 1 million public school teachers across the country will share the joy that according to new regulations, they will receive the highest bonus from the salary fund (about 6 - 7 million VND/teacher).

Many public schools have announced Tet bonus levels.

Up to this point, many schools have built a reward mechanism according to Decree 73/2024/ND-CP of the Government with the following levels: Completed, well completed and excellently completed tasks.

The principal of Thanh Da High School (HCMC) said that the school's total bonus fund from July 1 to December 31, 2024 is more than 460 million VND, divided equally among 104 employees to get the average. Those who complete their tasks excellently will receive a bonus of 1.2 times the average, those who complete well will receive a coefficient of 1 and those who complete will receive a coefficient of 0.5.

Teachers will receive a Tet bonus of about 5-6 million VND. Although this is not a large bonus compared to many non-public schools or businesses, it is a source of encouragement for many teachers, especially those in disadvantaged areas.

Decree 73 of the Government issued in 2024 stipulates salary levels and bonus regimes for civil servants, public employees and military personnel. In which, bonuses are calculated based on outstanding achievements and results of annual assessment and classification of task completion level.

This bonus fund accounts for 10% of the total salary fund (excluding allowances). Before this regulation, the year-end bonus for school staff and teachers depended on each locality and school.

Difficult areas often have no bonuses or very few. But when Decree 73 is applied, the year-end bonus has a common level of 10% of the total salary fund, so teachers in both favorable and difficult schools will have bonuses.

Chairman of the Vietnam Education Trade Union Nguyen Ngoc An shared that this year, for the first time, the Government allows administrative units, including schools, to use the budget saved during the year equal to 10% of the total salary fund excluding allowances as year-end bonuses for employees of the unit.

This is good news for teachers and education workers nationwide. The Vietnam Education Trade Union requests that school trade unions propose and advise school leaders to urgently research and implement so that teachers and workers in the industry can soon receive year-end bonuses according to Decree 73/2024.

Many teachers are still anxiously waiting for the new bonus level.

While many public schools have announced their year-end bonuses, many teachers in Dak Lak province are still worried because there has been no action on rewards up to now. By January 31, 2025, the units will close the 2024 bonus books, but teachers still have not received any information or documents to implement the authorization of the Provincial People's Committee.

According to information from the Department of Education and Training of Dak Lak province, the unit has sent a document to the Department of Finance requesting additional funding to pay in time to its affiliated units. The Department also encouraged the teaching staff to feel secure in their dedication, all policies will be consulted and fully implemented according to regulations.

Hanoi is the locality with the largest educational scale in the country with nearly 3,000 schools, more than 2.3 million students and over 124,000 teachers. Currently, public schools in the city have implemented the bonus sharing regulations according to Decree 73.

In addition, on the occasion of Lunar New Year this year, the Hanoi Education sector also focused on taking care of the lives of cadres, teachers, employees in difficult circumstances, and teachers with preferential policies. The whole sector has more than 1,900 cadres, teachers, employees and students receiving support during Tet, with a total budget of nearly 1.3 billion VND.

However, with the characteristic of a locality with many educational institutions implementing autonomy in regular spending, there are still more than 100 schools that have not announced their bonus payment plans. Ms. Nguyen Thi Xuan, a teacher at Ngoc Tao Secondary School (Phuc Tho, Hanoi), shared that while some schools have received bonuses according to Decree 73, she has not yet received this amount because the school is a unit assigned autonomy in regular spending.

According to regulations, public service units that self-insure their regular expenses will not be granted bonus funds as prescribed in Decree 73. Instead, the unit will proactively balance the budget for bonus payments. If spending is economical, the year-end bonus fund for employees will be more, if spending is unreasonable, there will be no fund left for bonuses.

To overcome this situation, Director of the Department of Education and Training of Hanoi City Tran The Cuong said that the Department has sent a document to the City People's Committee and together with the Department of Finance agreed on a proposed plan in the direction of considering a specific mechanism to support the bonus fund according to the provisions of Decree 73 for educational institutions that self-insure regular expenses due to participating in the pilot implementation of ordering according to educational service prices.

In Ho Chi Minh City, the Department of Education and Training said that the city currently has four units that are self-sufficient in regular expenses: Nam Saigon Kindergarten, Nam Saigon Primary-Middle-High School, Foreign Language-Informatics Center, and Information and Educational Program Center.

In order to promptly encourage cadres and teachers of these educational institutions on the occasion of Tet At Ty 2025, the Department has worked with the heads of the above 4 units on paying bonuses according to Decree 73 and has received a commitment to self-balance from the unit's revenue to deduct an amount equivalent to 10% of the total salary of the entire unit to pay bonuses according to Decree 73.
