Hanoi: Strictly manage extra teaching and learning

At the working session with secondary schools to disseminate professional content at the beginning of the 2025-2026 school year, Deputy Director of the Hanoi Department of Education and Training Pham Quoc Toan shared that this year the locality has a large school scale with 2,954 kindergartens and general schools at all levels.

After the two-level local government arrangement, commune-level authorities manage preschools , primary schools, secondary schools, and community learning centers in the area.

During this school year, the Hanoi Department of Education and Training will continue to strictly manage extra teaching and learning.

According to Mr. Toan, besides advantages, Hanoi's education sector faces many difficulties and challenges.

Firstly, some current legal regulations are not consistent, especially in clearly defining the authority between the Department of Education and Training and the People's Committee at the commune level.

Second, the number of civil servants in charge of education at the commune level is limited, holding many concurrent jobs; many commune-level officials have not received formal training in education or are not in the right field. In Hanoi, only 61% of commune-level officials in charge of education have expertise.

After the reorganization, some educational institutions have main and separate points; the management software system between educational institutions and the People's Committees at the commune level has not been promptly connected; the management, inspection and examination of nearly 3,000 educational institutions in the area is under great pressure in terms of human resources and time due to the lack of intermediate support...

However, Hanoi requires schools to improve their spirit and responsibility, and to teach effectively. Besides teaching knowledge, they also focus on moral education and life skills.

The Deputy Director of the Department of Education and Training requested schools to increase the application of information technology, diversify the organization of integrated educational activities to develop skills for students; promote STEM education, digital capacity, artificial intelligence (AI), and complete 100% of digital transcripts at secondary school level.

There is a plan to implement career education and student streaming after junior high school; improve the quality of English teaching and gradually make English the second language in schools...

According to Mr. Toan, in this school year, the Hanoi Department of Education and Training will continue to strictly manage extra teaching and learning according to the regulations in Circular 29 of the Ministry of Education and Training . There will be plans to mobilize and effectively use resources to organize 2 sessions/day at qualified educational institutions.

The industry will also continue to innovate the exam and admission to grade 10 according to the 2018 General Education Program, emphasizing the factor of ensuring the matrix, format structure and sample questions previously announced by the Department.

In the new school year, the leaders of the Hanoi Department of Education and Training also require school managers and teachers to correctly understand and flexibly and effectively apply the current textbook program.
