Hanoi implements the arrangement of public service units and state-owned enterprises at 3 levels.

On September 22, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son signed and issued Official Dispatch No. 5200/UBND-SNV on the arrangement of public service units, state-owned enterprises and organizations within the state administrative system.

The document emphasizes the goal of strictly implementing the Central Government's policy on streamlining the apparatus, while ensuring uninterrupted operations, improving the efficiency of State management and public service provision. Thereby, it aims to accelerate the streamlining roadmap, in parallel with the requirements of ensuring the safety and continuity of public services and balancing the interests between streamlining the apparatus and quality of service to the people.

Specifically, the City People's Committee requests departments, branches, sectors, public service units under the City People's Committee and People's Committees of communes and wards to urgently deploy and implement synchronously at all three levels: public service units, state-owned enterprises and organizations within the state administrative system. The arrangement must closely follow functions and tasks, avoid overlap and dispersion; not to negatively affect the quality of public services, especially in sensitive areas such as health and education .

Regarding administrative organization, the document requests review and submission to competent authorities for promulgation or adjustment of regulations on functions, tasks, and organizational structure of affiliated agencies, units, and organizations. The request clearly states that it is necessary to study and propose plans to streamline internal organizations of departments, branches, and sectors in accordance with the characteristics of the sector and locality.

For public service units, the document clearly defines tasks for each field. In education, the Department of Education and Training, based on the direction of the Steering Committee on summarizing Resolution No. 18-NQ/TW in Plan No. 130/KH-BCĐTKNQ18 dated September 21, 2025, proposes plans to arrange and adjust the organizational model of high schools (if necessary), in the direction of convenience for people, streamlining focal points, and improving the quality of operations. The People's Committees of communes and wards are assigned to proactively propose arrangements and adjustments to the organizational model of public middle schools, primary schools, inter-level schools and kindergartens.

In the health sector, the Department of Health is assigned to perfect the modern preventive health system, with the capacity to monitor, warn early and control epidemics in a timely manner; maintain the existing public hospitals at the city level; review, perfect and arrange medical centers and general hospitals at the district level. The People's Committees of communes and wards are required to invest in facilities, equipment, and arrange human resources, while focusing on perfecting the functions, tasks and organizational structure of commune-level health stations according to the model of public service units.

Regarding State-owned enterprises, the Department of Finance shall preside over and coordinate research and advise on plans to reorganize and focus on developing a number of large-scale strategic digital technology enterprises in the City to develop digital infrastructure, lead national digital transformation, and at the same time restructure State-owned enterprises, equitize and divest state capital when appropriate.

The implementation deadline clearly states: departments, branches and localities must complete the plan and send it to the Department of Home Affairs before September 24, 2025 for synthesis and submission to the City People's Committee to report to the Central Steering Committee. The People's Committees of communes and wards must make timely adjustments according to the guidance of the Ministry of Industry Management, ensuring consistency with the two-level local government organization model and meeting the requirements for providing public services.
