On the afternoon of September 30, the National Center for Hydro-Meteorological Forecasting issued a warning bulletin about thunderstorms, tornadoes, lightning, hail and heavy rain in the inner city of Hanoi.
According to observations of the meteorological agency, currently on satellite images, lightning location data and weather radar images show that convective clouds still exist and continue to develop strongly in the areas: Hong Ha, Bo De, Hai Ba Trung, Bach Mai, Vinh Tuy, Phuong Liet, Tuong Mai, Hoang Mai, Van Mieu - Quoc Tu Giam, Dong Da, Yen So...

The meteorological agency warns that from afternoon to evening, the above areas and surrounding areas of Hanoi will continue to have showers and thunderstorms. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.
According to the Northern Hydrometeorological Station, in the Hanoi area, this rain caused localized flooding for many streets with the largest flooding depth commonly from 0.2-0.6m, some places flooded deeper; flooding time about 2-4 hours. Beware of flooding in some low-lying areas in the suburbs.
In addition, the National Center for Hydro-Meteorological Forecasting also said that from this evening to tomorrow morning (October 1), in Lai Chau , Lao Cai provinces and the northern region of Tuyen Quang province, there will continue to be heavy to very heavy rain and thunderstorms with common rainfall of 50-100mm, in some places over 170mm.
Other places in the North and Thanh Hoa have moderate rain, heavy rain and thunderstorms with common rainfall of 20-50mm, locally very heavy rain over 100mm. Warning of risk of heavy rain (>100mm/3h).
Deputy Director of the Northern Hydrometeorological Station Nguyen Van Hiep warned that thunderstorms may be accompanied by whirlwinds, lightning and strong gusts of wind that can break trees, damage houses, traffic works and infrastructure.
Heavy rains in a short period of time can overload drainage systems, causing flooding in residential areas, urban areas and low-lying areas. Heavy rains in a short period of time can also cause landslides in mountainous areas with steep terrain.
