Ms. Thu Huong, who lives in To Huu, Luong The Vinh, said that her child studies at Thanh Xuan High-Quality Secondary School, which is more than 1.5 km from her house, but her house is flooded on all sides, cars cannot go, and motorbikes cannot move. If she lets her child walk home, it is too dangerous and unsafe for her, so she and her husband are considering letting her child stay at school. Fortunately, Thanh Xuan Secondary School has announced that the school is ready to let the children stay at school, and the school will take care of their food and accommodation. Therefore, Ms. Thu Huong and her husband have registered for their child to stay at school, and will pick them up early tomorrow morning because tomorrow morning Thanh Xuan Secondary School will let students take a day off, and the school will have a staff conference. In Ms. Thu Huong's child's class, there are currently about 15 students registered to stay at school.
Ms. Hoang Thanh Van, a parent whose child is studying at Nguyen Binh Khiem Secondary and High School, Cau Giay, said: At around 2:00 p.m., after assessing the weather situation and understanding the flooding and traffic congestion that lasted throughout the streets of Hanoi , the school decided not to operate buses to pick up and drop off students. Families with conditions and ensuring safety can proactively pick up their children at the appropriate time, the remaining children can eat and sleep at school if parents need. Along with organizing dinner for the children, the school also assigned teachers to manage the students in the afternoon and evening to ensure that the children are looked after and safe as at home. After receiving the school's notice, as of 4:00 p.m., more than 960 parents had registered for their children to stay, accounting for about 50% of the school's total students.

The area around Hoang Minh Giam Street, Yen Hoa Ward is as vast as a sea of water, so many students of Hanoi Amsterdam High School for the Gifted are also "stuck" at school, even though school ends at 12 noon. Ms. Ngoc Dung, whose child is in grade 11, said that her house is all the way in Phu Luong (old Ha Dong district). As usual, her child will take the BRT home, but the road from school to the BRT is deeply flooded, her child cannot walk, so she is also sitting on a pile of fire, not knowing how to pick her child up. Many students live far away, and their parents are also confused and have not been able to pick up their children, so they have to wait for the rain to stop and then decide what to do next. Currently, Hanoi Amsterdam High School for the Gifted has also informed parents that the school will take care of their children's meals and accommodation for the night, which has helped many parents to ease their worries.
Another parent whose child studies at a school in Thanh Xuan ward said that when parents voted on two options: Option 1 - need support to stay at school and option 2 - returned home safely, more than 10 families voted for option 1 (while no family voted for option 2), showing that parents could not pick up their children and needed support from the school to ensure the safety of the students.
Ms. Nguyen Thi Mai Huong in Ha Dong also received a text message from the Foreign Language High School - where her son is in 10th grade - about the cancellation of the afternoon class. All students left school to go home and study online. For students who could not go home, the school supported them to study online at school. However, Ms. Huong chose to take a taxi to pick up her child. At that time, the rain was heavier and Pham Van Dong Street was flooded in the entire area from Hanoi National University to My Dinh bus station. Nearly 2 hours passed, Ms. Huong's taxi could not move through this area. Her child had to get out of the car, walk to find a convenience store to shelter from the rain and have lunch.
Ms. Nguyen Hang in Hoang Hoa Tham also said that the school day ended at 12 noon, but due to heavy rain, many streets were flooded, traffic was paralyzed, so after 3-4 hours stuck on the street, her daughter only got home late in the afternoon. Her daughter's sandals were all broken because they were soaked in water for too long, she said she was tired and blamed her mother for not letting her stay home from school this morning knowing that it was raining heavily and thundering was dangerous.
Some parents whose children are studying at Co Nhue 2 Secondary School, Dong Ngac Ward, also said that due to the heavy flooding, the school had to mobilize cranes and military vehicles to pick up students. It was not until 3 p.m. that all the children left the school, causing hardship for both parents and students.

On the afternoon of September 30, the Hanoi Department of Education and Training sent a document to the People's Committees of wards, communes and affiliated schools requesting urgent measures to prevent and respond to storm No. 10, ensuring absolute safety for students, teachers and facilities. The Hanoi Department of Education and Training also reminded schools to strictly manage students; student movement must be closely coordinated between schools and families. Schools need to prepare enough drinking water, food and provisions to ensure the living needs of students staying at school during storms. For schools affected by storms and floods where students cannot go to school to study and live, it is necessary to proactively develop plans and appropriate forms of learning...
However, on many forums, many parents said that the response of the Hanoi Department of Education and Training was too slow.
“The heavy rain has been going on since last night, and continued to be very heavy this morning with thunder and lightning. I think the Hanoi Department of Education and Training and schools have reacted too slowly, leading to passivity, having to let students go home when the whole city was heavily flooded,” many parents said indignantly.
