Two localities of Thanh Hoa were invested nearly 103 billion VND to build People's Court headquarters.

Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 1696/QD-TTg approving the investment policy of the Project on repairing, renovating, upgrading and constructing headquarters of People's Courts at all levels (phase 1). According to the decision, Thanh Hoa province has 2 localities that are allowed to invest in building headquarters of People's Courts at district level.

The Decision clearly states the investment objective to repair, renovate, upgrade and build new People's Court headquarters to ensure facilities to serve the Court's operations well, meet the requirements of judicial reform, and be suitable to local characteristics.

Accordingly, investment in new construction, renovation and expansion of working headquarters and auxiliary items of provincial and district People's Courts in 49 provinces and cities across the country, including: 15 projects for provincial People's Court headquarters; 75 projects for district People's Court headquarters.

This is a group A project, invested in the form of public investment. The total estimated investment is about 5,873 billion VND. The capital structure includes public investment capital from the state budget allocated to the People's Court system and local support capital. The project implementation period is 6 years, expected to start from 2025.

According to the list, Thanh Hoa province has 2 localities invested in building People's Court headquarters, including: Sam Son city with a total estimated investment of nearly 48 billion VND and Nghi Son town with a total estimated investment of nearly 54.6 billion VND from the central budget.

The Prime Minister assigned the Supreme People's Court to take full responsibility for the information and data in the Project's Pre-Feasibility Study Report, as well as information reported on receiving and explaining opinions of relevant ministries and branches, ensuring the feasibility of the Project.

Organize the assignment of investors to manage the implementation of component projects. Direct and urge investors to coordinate with relevant agencies to develop Feasibility Study Reports of component projects to submit to competent authorities for project approval in accordance with the provisions of the Law on Public Investment and construction laws.

Study and fully absorb the opinions of the Ministry of Planning and Investment in Appraisal Report No. 10626/BC-BKHĐT dated December 23, 2024; direct investors to organize the preparation, appraisal and approval of Environmental Impact Assessment (EIA) Reports during the preparation and appraisal of feasibility study reports and implementation of projects in accordance with regulations.

At the same time, balance and arrange sufficient capital to implement investment in component projects and organize project implementation in accordance with approved planning and regulations of the Law on Public Investment, the Law on Construction and relevant legal regulations, ensuring publicity, transparency, quality, efficiency, and progress; absolutely not allowing negativity and waste to occur.

The Ministry of Planning and Investment is responsible for presiding over and coordinating with the Ministry of Finance and the Supreme People's Court to review and balance sufficient capital for the Project within the total state budget for the period 2021-2025 and subsequent periods in accordance with the law. Inspect and supervise the implementation of this Decision and report to the Prime Minister in accordance with the law.

The Ministries of Finance, Construction, and Natural Resources and Environment are responsible for coordinating according to their functions and tasks during project implementation.

The People's Committees of provinces and centrally run cities coordinate with the Supreme People's Court and relevant agencies in the process of project implementation and are responsible for arranging land allocation in accordance with the planning approved by competent authorities. Within the scope of functions and tasks, promptly participate in giving opinions when requested. During the project implementation, direct specialized agencies to quickly and effectively implement the following procedures: approval, approval of adjustment of construction planning; agreement on infrastructure connection, electricity, water...; environmental impact assessment; appraisal, appraisal of project documents... to ensure project progress. Balance local budget sources within capacity to compensate, clear land, grant clean land and support investment costs.
