Overcoming shortcomings

In the 2025 military recruitment season, Thanh Mien district has 3,104 young men of military age. Of these, 2,100 are exempted or deferred (accounting for nearly 68%), 297 are working abroad, and the remaining 707 are ready to join the army. Among the young men ready to join the army, nearly 50% have refractive eye defects.

According to Lieutenant Colonel Pham Minh Hoang, Deputy Commander of the Thanh Mien District Military Command, the number of young people who are exempted, deferred, or have refractive eye defects is high and increasing over the years, which is a difficulty in the locality's work of selecting and calling citizens to join the army.

To ensure the quantity and quality of military personnel, the district has directed communes and towns to focus on reviewing and classifying sources, clearly understanding who is present in the locality, who is working far away, who is transferring for military service to study at universities and colleges...

With the motto "whoever is recruited is sure to be the right person", localities determined to do a good job of preliminary selection from the beginning to select qualified soldiers. Communes and towns mobilized the entire political system to participate in the recruitment work.

The organization of the military service health examination in 2025 is strict, ensuring quantity and quality. The rate of young people coming to the military service examination in Thanh Mien district is 100%, of which the number of young people eligible for military service is 51.69%, the highest in the province, 5.99% higher than the general rate of the province. The district has 184 young people who voluntarily apply for military service, the highest in the province.

Like many other localities, the difficulty in recruiting soldiers in Cam Giang district this year is the high rate of young people who are temporarily deferred or exempted from military service, accounting for more than 60% of the total number of young people of military service age.

According to Lieutenant Colonel Hoang Van Phong, military assistant of Cam Giang District Military Command, the main reason is that the number of young people admitted to colleges and universities and sent to work abroad is increasing. The rate of citizens of military age tends to decrease.

To overcome the above shortcomings, in addition to reviewing the source, propaganda, mobilization, and raising citizens' awareness in performing military service are among the important solutions promoted by Cam Giang district. The district's Military Service Council promptly commends young people who volunteer to join the army and widely disseminates the sanctions for evasion.

At the beginning of the 2025 military recruitment season, Cam Giang District Youth Union commended and awarded 118 youth union members who volunteered to join the army. On the occasion of the recent Tet holiday, the District Military Command coordinated with the District Youth Union to award 4 gifts to 4 young people who volunteered to join the army in 2025 and were from poor families, each gift worth 1.3 million VND.

Thanks to good military recruitment work, the rate of young people coming for military service health check-ups in 2025 in Thanh Mien district reached 100%.

Quality assurance

The new feature in the military service examination work in 2025 is the first year of implementing Circular 105/2023/TT-BQP dated December 6, 2023 on regulations on health standards and health examinations for subjects under the management of the Ministry of National Defense.

According to Colonel Nguyen Trong Hung, Deputy Commander and Chief of Staff of the Provincial Military Command, with the new regulations in this circular, the medical examination will be more thorough and strict, especially the paraclinical examination.

However, the requirement is that localities need to proactively regulate the number of citizens coming for medical examination appropriately; arrange vehicles to take and pick up healthy young people to the District, Town, and City Medical Center for X-rays, ultrasounds, etc. The force of guides when they come for medical examination, the team of doctors and nurses directly examining and recruiting young people for military service have been increased compared to previous years.

Before the examination, the Provincial Military Command organized training, fostering, and capacity building for officers doing examination work. The work of selecting and calling citizens to join the army was carried out closely and effectively; the responsibility of the collective and individuals involved was attached, especially the responsibility of the leader was promoted, the strength of the entire political system was promoted, the core role of the local military agency in advising the Party Committee and the authorities at the same level and directly organizing the implementation.

Thanks to that, the military service examination in 2025 of Hai Duong province took place with guaranteed quantity and quality. According to the Military Command of Hai Duong province, in the 2025 military service examination season, the rate of young people coming for military service examination in localities reached 98.6%, of which young people who were healthy enough to join the army reached 45.7%. The rate of young people with health class 1 and class 2 accounted for nearly 70%. The whole province had 522 young people writing applications to volunteer to join the army, an increase of 162 young people compared to the previous year.

By February 4, localities had completed issuing call-up orders for eligible male citizens to join the army. It is expected that on February 13, Hai Duong will hold a military enlistment ceremony for the year 2025.
