The billion-dollar capital flow into Hai Phong in recent times not only marks a change in stature, but also demonstrates the Port City's aspiration to integrate and reach international standards. Hai Phong is increasingly attractive in the eyes of investors, affirming its position in attracting high-tech industries, manufacturing, seaports and logistics, consolidating its position as the leading industrial center in the North, bringing the City closer to the goal of becoming a global production growth pole.
In the remaining 4 months of 2025, the Hai Phong Economic Zone Management Board aims to attract an additional 3 billion USD of FDI capital, striving to complete the plan to attract 4.8 billion USD of FDI capital in industrial parks and economic zones (out of the total target of 5.5 billion USD for the whole city in 2025). This is an important step for Hai Phong to continue to maintain its position as the "industrial growth pole" of the Northern region and the whole country.
To realize this goal, Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, said that the Management Board will continue to promote investment in existing industrial parks with a total estimated value of 1.42 billion USD; work with operating enterprises to encourage investment expansion of about 1 billion USD; convert signed memorandums of understanding and commitments into specific projects of about 500 million USD. These are driving projects, contributing to improving the quality of investment attraction, creating new development space for the City.

The Master Plan for the construction of the Southern coastal economic zone of Hai Phong is expected to be completed in October 2025.
According to the orientation, by 2030, the Southern coastal economic zone will play an important role, connecting with neighboring economic zones , forming a chain of coastal economic zones, driving the development of the entire Red River Delta.
