According to information from Hai Phong Statistics, the city currently has 114 communes, wards, and special zones with 3,088 villages, residential groups, and 3,232 investigation areas. To serve the investigation, the city mobilized nearly 1,600 investigators and supervisors, of which 1,517 investigators directly compiled a list of individual production and business establishments. According to the plan, the supervisory force in the city will guide and implement the work of compiling the list, issue tasks for the supervision team and supervisors, and regulate online and direct supervision of the work of compiling the list from October 1 to October 31.
Training and guidance for investigators in using investigation software on mobile devices and handling practical situations are also emphasized. Many localities prioritize selecting investigators who have lived in the area for a long time, village chiefs, residential group leaders, people with a high sense of responsibility and are proficient in technology, etc.
In October 2025, localities will simultaneously review and update the list of production and business establishments. Investigators will be assigned tasks according to each locality, performing tasks to ensure the investigation process is carried out seriously and in accordance with regulations.
An Bien Ward made a list of 65 residential groups to investigate, coordinated with Le Chan Statistics to organize professional training for 65 investigators, instructed on how to use the investigation software on mobile devices and handle practical situations during the information collection process. The Ward directed investigators to closely coordinate with heads of residential groups to review and update the list of businesses completely and accurately, including small businesses, online businesses, those without fixed locations or not registered. "Going to every alley, knocking on every door" will help discover and add many new businesses, thereby ensuring the comprehensiveness and reliability of the survey data.
Not only focusing on data collection, An Bien ward also promotes propaganda so that people understand the purpose and meaning of the 2026 Economic Census. Propaganda is carried out in various forms through the loudspeaker system, electronic information portal, ward Fanpage and Zalo groups of residential groups. Thereby, raising the awareness of cooperation, creating favorable conditions for investigators to collect accurate and complete information.
Thach Khoi Ward has 9 investigators with a total of nearly 1,450 individual production and business establishments in the area. Mr. Tang Van Quan, Chairman of Thach Khoi Ward People's Committee, said: The ward selects competent investigators, conducts training and holds meetings in residential groups. Organizes propaganda so that owners of production and business establishments understand the purpose and requirements of the 2026 economic census, thereby coordinating to provide all necessary information. People's cooperation and provision of accurate information is an important factor to ensure the success of the census.
In Nguyen Luong Bang commune, the investigation team of 11 people was carefully selected, ensuring criteria of expertise, understanding of the area and a high sense of responsibility in the work. From October 1, the investigators started to collect information. Mr. Dao Duc Pha, an investigator in Nguyen Luong Bang commune, said: "In the area I am in charge of investigating, there are more than 200 small businesses, requiring continuous, detailed and careful work."
Scientific basis for future planning

Besides the advantages, data collection also faces many difficulties. Some business households are still hesitant in providing information. The level of investigators is not uniform, some cases are old so the operation on mobile electronic devices is somewhat slower. Searching for industry codes and determining the exact business location on the software is also a common difficulty.
Leaders of some localities also said that in the context of implementing a two-level local government, the commune level is having to carry out many tasks at the same time such as site clearance, land review... Therefore, assigning village chiefs, party cell secretaries, and residential group leaders to concurrently act as investigators also creates a lot of pressure. However, thanks to the selection of people who are knowledgeable about the area, proficient in using digital devices and promoting propaganda work, many wards and communes are gradually overcoming difficulties, ensuring the completion of tasks on schedule.
According to Mr. Tang Ba Phuc, Chief of Statistics of Hai Phong City, recently, the grassroots statistical units have deployed to each commune, ward, and special zone to collect and compile a list of individual production and business establishments. According to estimates, the number of individual production and business establishments in the city is about 200,000 establishments. Localities are actively collecting the most basic information to serve the 2026 Economic Census. The collected data not only helps authorities at all levels correctly assess the actual situation of the individual economic sector, but also serves as an important basis for building appropriate support policies, promoting local economic development, and ensuring social security in the period 2026 - 2030.
The concerted efforts from all levels of government, statistical agencies, and the cooperation of the people will be key to ensuring the success of the 2026 Economic Census in Hai Phong City. Accurate survey data is the scientific basis for planning the city's sustainable development future.
The 2026 Economic Census focuses on collecting five main groups of information: identification information, industry and economic type of the unit; information on production and business conditions such as labor, assets and capital sources; results of production and business activities, including products, revenue and costs; the level of application of science and technology, especially information technology, digital economy and e-commerce in the unit's operations and other specialized information.
The information collection period is divided into 2 phases: phase 1 from January 5 to March 31, 2026; phase 2 from April 1 to August 31, 2026. Preliminary results of the census are expected to be announced in January 2027 and official results will be announced in the third quarter of 2027.
