Hoanh Mo Customs: Accompanying businesses

Practically accompanying businesses, Hoanh Mo Border Gate Customs (Hoanh Mo Customs) has increased activities to support mechanisms and policies for businesses in the field of customs operations.

Hoanh Mo Customs is performing state management of customs at 1 main border gate, 1 export inspection location and 4 customs clearance points. Since the beginning of the year, Hoanh Mo Customs has seriously implemented the Government's policy of accompanying and supporting businesses, especially implementing Resolution No. 68-NQ/TW (dated May 4, 2025) of the Politburo on private economic development.

Recognizing the private economic sector as an important driving force of the economy, Hoanh Mo Customs always clearly identifies its role and responsibility in supporting and facilitating business activities of enterprises operating in the area, especially from February 25, 2025, when Vietnam and China officially open for border entry and exit activities for passengers and border residents through Hoanh Mo border gate.

In mid-April 2025, Hoanh Mo Customs organized a consultation and dialogue conference with 25 enterprises with regular import-export activities through the area, to discuss and resolve difficulties and obstacles for enterprises. At the conference, the unit received and listened to the opinions, suggestions and recommendations of enterprises to further improve the state management of customs, promote the import-export activities of goods through the area quickly, conveniently and sustainably. At the same time, it sent to the business community a commitment to always be ready to accompany and support enterprises in the spirit of: "Connection - Dedication - Sharing - Cooperation - Development".

At the same time, Hoanh Mo Customs focuses on handling customs procedures quickly, conveniently, and in accordance with regulations, avoiding complaints of inconvenience, harassment, and improper behavior during the process of contacting and handling customs procedures. Proactively grasp information about enterprises and their import and export goods; accompany and quickly resolve difficulties and obstacles, creating favorable conditions for enterprises' import and export activities. Coordinate with local authorities to strengthen patrols, control, and disseminate laws, mobilize people and enterprises not to participate in smuggling and illegal transportation of goods across the border, and actively report violations to authorities...

Hoanh Mo Customs has promoted administrative reform, customs modernization, associated with the task of digital transformation, improving the quality of service of customs officers to businesses. Participated in building an IT system to implement digital customs, reviewed professional software systems after implementing the conversion of the IT system according to the new organizational model.

Continue to deploy the VASSCM automatic customs monitoring system, the online monitoring project; digital transformation in the implementation of the national single window mechanism, the ASEAN single window mechanism. Implement public posting of 146 administrative procedures under the authority of the unit's headquarters; promptly post on the CDCI HQCK Hoanh Mo fanpage documents directing and guiding customs procedures, policies and regimes in state management of customs so that people and businesses have the opportunity to receive information, know their rights and obligations to proactively and voluntarily comply with the law.

With those efforts, from the beginning of the year to the end of September 7, Hoanh Mo Customs has processed 1,710 VNACCS declarations and 126 export declarations of border residents with a total import-export turnover of 48.73 million USD, reaching 44.7% of the assigned target (109 million USD). There are 30 enterprises carrying out customs procedures through Hoanh Mo Customs (22 enterprises in the province, 7 enterprises outside the province and 1 household exporting goods of border residents). Attracted 4 new enterprises to carry out procedures at the unit with the items being exported pangasius fillets, dried star anise, imported dried cinnamon bark, imported special tires, concrete walls.
