Speaking at the launching of the "digital learning promotion" movement, President of the Vietnam Association for Promoting Education, Professor, Dr. Nguyen Thi Doan, said that the digital learning promotion movement focuses on equipping members and people with digital capacity so that everyone can overcome technological illiteracy through flexible and effective learning organization. First of all, basic digital skills will be imparted to education promotion officers at all levels so that they can become instructors in the community, family, and clan, following the motto "holding hands and showing work". Associations for Promoting Education at all levels need to focus on equality in digital learning opportunities for the elderly, disadvantaged groups, especially people in remote and isolated areas. At the same time, coordinate with the Ministry of Education and Training to develop community learning centers in the direction of digitalization, with modern infrastructure and equipment, meeting the requirements of Resolution 71-NQ/TW of the Politburo. Thereby, gradually forming a digital learning culture, creating a habit of learning with smart devices anytime, anywhere.
The successful implementation of the digital learning promotion movement will be included in the annual assessment criteria for individuals, families, clans, and communities. Associations at all levels need to proactively develop implementation plans, clearly defining the proportion of citizens, families, clans, and communities equipped with basic digital skills each month and each quarter, the Chairman of the Vietnam Association for Promoting Education emphasized.
According to Vice President and General Secretary of the Vietnam Association for Promoting Education Le Manh Hung, entering the era of building a rich and civilized country, the inevitable path is education, science and technology and learning for all people, creating a learning social environment to form high-quality human resources, the decisive factor for development. In the era of the 4.0 Industrial Revolution, artificial intelligence and the requirement for green, fast and sustainable development, the work of promoting learning and talent must be carried out to concretize Resolution 57-NQ/TW on science and technology, innovation, national digital transformation and Resolution 71-NQ/TW on education and training. The Vietnam Association for Promoting Education needs to continue to innovate thinking, be creative, and connect with practice to practically and effectively support people's learning. The voluntary participation of people with the Association for Promoting Education will contribute to building a learning society at each facility, locality and unit.
Congratulating and recognizing the achievements of the Vietnam Association for Promoting Education, Deputy Minister of Education and Training Le Quan said that the Ministry and the Vietnam Association for Promoting Education have a close and effective coordination relationship in advising on major policies to create a legal corridor to strongly promote the movement to promote learning and talent. The Ministry also fully agrees on the significance of the necessity of the digital movement to promote learning. In the national target program on education that the Ministry will submit to the National Assembly soon, digital transformation, digital platforms, digital infrastructure, digital knowledge, digital data and the application of advanced technology in education and training are being prioritized and invested in.
It can be seen that the "digital learning promotion" movement is not only an activity of the Vietnam Association for Promoting Education, but also an inevitable requirement for the country's development in the context of comprehensive digital transformation. This is an important step to concretize the Party's guidelines and policies, the State's policies on education, training, science - technology and innovation, associated with the goal of rapid and sustainable development. Equipping digital skills for members and people, especially vulnerable groups and people in remote and isolated areas will contribute to narrowing the digital gap, ensuring fairness in access to knowledge, and expanding lifelong learning opportunities for all people.
With the support of the Ministry of Education and Training and other ministries and branches, the strong direction of the Party and State leaders, and the creative efforts of all cadres and members, the "digital learning promotion" movement will soon become an important foundation for building a modern learning society, forming a digital learning culture, smart and flexible learning habits in all circumstances. This is also a practical way to promote intelligence, improve the quality of human resources, arouse aspirations to rise up, and contribute to bringing the country forward quickly on the path of industrialization, modernization and international integration.
