At the conference, the Standing Committee of the Provincial Party Committee discussed and agreed on the policy on the submissions of the Provincial Party Committee and People's Committee on: Draft Resolution of the Provincial People's Council detailing Clause 3, Article 9, Decree No. 09, dated January 10, 2025 of the Government on policies to support agricultural production to restore production in areas damaged by natural disasters and plant pests in Tuyen Quang province; Draft Resolution 03 of the Provincial People's Council stipulating policies to support travel and accommodation for cadres, civil servants, public employees and employees of agencies and organizations in administrative units to arrange work at the administrative center of the provincial administrative unit; Draft Resolution of the Provincial People's Council stipulating the authority to decide on approving tasks and budget estimates for purchasing, repairing, renovating, upgrading assets and equipment; repairing, renovating, upgrading, expanding, and constructing new construction items in invested construction projects; Rent goods and services of agencies, organizations and units using regular state budget expenditures under the management of Tuyen Quang province; Issue resolutions of the Provincial People's Council on the application and abolition of legal resolutions of the People's Councils of Tuyen Quang province and Ha Giang province before the merger.

The conference also gave opinions on the submissions of the Provincial People's Council Party Committee on: Policy on the resolution of the Provincial People's Council stipulating a number of policies and indicators to ensure the operations of People's Councils at all levels in Tuyen Quang province; the organization of the second thematic session of the 19th Provincial People's Council, term 2021-2026.

Concluding the conference, Comrade Secretary of the Provincial Party Committee Hau A Lenh emphasized that the contents of the Provincial Party Committee's Standing Committee's policies are important and necessary, having a positive impact on the implementation of policies, direction, administration, and organization of tasks of authorities at all levels. The proposed contents are consistent with the requirements of the Central Government and local conditions, on the basis of inheriting the contents being implemented. The drafting agency needs to carefully study, compare with legal regulations, and seek opinions from relevant agencies to ensure that the promulgated policies must meet practical requirements; clarify the viewpoints and principles of decentralization for units and localities; strengthen the coordination relationship between agencies and units to ensure the reduction of administrative procedures; arrange the words clearly, clearly, clearly, clearly responsible, and easy to implement.

The Provincial Party Standing Committee basically agreed with the draft Resolution regulating travel and accommodation support policies for cadres, civil servants, public employees and workers who are arranged to work at the administrative centers of provincial-level administrative units. The Provincial Party Secretary suggested that it is necessary to strengthen policy communication work to create consensus among cadres and party members.

Regarding the agricultural production support policy to restore production in areas damaged by natural disasters and plant pests, the Provincial Party Secretary requested the drafting agency to carefully review to avoid missing beneficiaries.

The Provincial People's Committee directs agencies to receive, review, and complete draft resolutions; the Standing Committee of the Provincial People's Council and the Provincial People's Council committees conduct verification to ensure compliance with regulations, suitability with reality, strictness, and convenience in organization and implementation to submit to the Provincial People's Council session.
