The conference was held to disseminate to officials, civil servants and public employees in inspection agencies the provisions of the Inspection Law 2022, Decree No. 43/2023/ND-CP dated June 30, 2023 of the Government detailing a number of articles and measures to organize the implementation of the Inspection Law, Decree No. 03/2024/ND-CP dated January 11, 2024 of the Government on agencies performing specialized inspection functions and activities of agencies assigned to perform specialized inspection functions. In particular, focusing on new points on the organization and operation of inspection agencies. These are important legal documents that create a comprehensive legal basis for organizing inspection activities.
Speaking at the opening of the Conference, Deputy Inspector General of the Government Duong Quoc Huy emphasized that the 2022 Inspection Law was issued to institutionalize the viewpoints of the Party, State and the 2013 Constitution on the organization and operation of inspection agencies and overcome the limitations and shortcomings of the 2010 Inspection Law that affected the effectiveness and efficiency of inspection activities.
The 2022 Law on Inspection has many changes in content reflecting many new policies with 8 chapters and 118 articles. Compared to the 2010 Law on Inspection, the 2022 Law on Inspection has increased by 30 articles, of which 2 new chapters have been added (Chapter V: Implementation of Inspection Conclusions and Chapter VI: Coordination in inspection, state audit and investigation activities), removing Chapter VI on People's Inspectorate in the 2010 Law on Inspection.
At the conference, delegates listened to Deputy Director of the Legal Department, Government Inspectorate Tran Van Long introduce some main contents and new points of the Law on Inspection and detailed Decrees.
At the same time, the Conference spent a lot of time answering and clarifying the opinions of the participating delegates on the contents that the delegates were interested in, especially on the contents that they did not fully understand or did not fully understand about the 2022 Inspection Law and its implementing guidelines.
There were 06 ministries, branches and localities speaking with a total of 18 questions about the implementation of inspection regulations and they were basically clarified. Specifically, the delegates raised opinions and questions about the authority of the inspection team, the authority to issue inspection decisions, specialized inspection functions, regulations on the head of the inspection team, handling overlaps, etc.
Speaking at the Conference, Deputy Inspector General of the Government Duong Quoc Huy requested ministries, branches and localities to continue to conduct propaganda activities, disseminate and train the Law on Inspection and documents guiding its implementation to officials and civil servants to help them better understand the regulations, especially the new points on the functions and powers of inspectors, creating a basis for effectively implementing inspection activities in the coming time.
