More than 7,000 officials need to transfer to civil service

At the working session of Permanent Deputy Prime Minister Nguyen Hoa Binh with the Ministry of Home Affairs on September 16, based on the reality of the ministry, Deputy Minister of Information and Communications Bui Hoang Phuong raised a proposal related to converting civil servants into public employees.

More than 7,000 officials need to transfer to civil service

Deputy Minister Bui Hoang Phuong said that the Ministry of Information and Communications is facing staffing problems in two units, the Radio Frequency Department and the Telecommunications Department. In these two units, there are a number of officials who have been working as civil servants for a long time.

Deputy Minister Bui Hoang Phuong hopes that Deputy Prime Minister Nguyen Hoa Binh will pay attention and give early instructions, and in the coming time, there will be a mechanism to convert these officials into civil servants.

Regarding this issue, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs has reported to the Central Steering Committee on staffing. The Politburo has assigned the Central Organizing Committee to find a solution to transfer these officials to civil servants.

Currently, not only the Ministry of Information and Communications but the whole country has more than 7,000 officials who need to be transferred to civil service; including the Ministry of Agriculture and Rural Development, the Ministry of Transport, the Ministry of Science and Technology and localities. The Ministry is also continuing to review similar cases.

According to Deputy Head of the Government Office Mai Thi Thu Van, in the past, in order to have a basis for the departments to have both management and toll collection functions such as: Ministry of Information and Communications has 2 Departments of Radio Frequency and Department of Telecommunications; Ministry of Transport has port authorities, Department of Registration, Department of Aviation, Department of Maritime Affairs; Ministry of Agriculture and Rural Development has Department of Veterinary Medicine, Department of Plant Protection..., in the process of building the payroll, this personnel at these Departments are civil servants, but in fact, the state management agencies must be civil servants.

In the near future, implementing the new salary regime according to Conclusion 83-KL/TW of the Politburo on salary reform, these departments and offices will basically return to the normal mechanism, not following the current mechanism applied as public service units. Currently, the Government Office is submitting to Deputy Prime Minister Ho Duc Phoc to chair a meeting on this content.

Raising the issue that "if in the future the above departments and offices are no longer allowed to apply special mechanisms, some departments are no longer considered public service units, and do not follow the financial mechanism of public service units, then we do not know how to allocate salaries," Ms. Mai Thi Thu Van asked the Ministry of Home Affairs to pay attention and provide early support.

Deputy Minister of Home Affairs Truong Hai Long said that the above-mentioned management of payroll has existed for a long time. Many units have thousands of people but are not assigned any civil servant payroll or public service units are assigned the task of state management and have a source of income.

The Ministry of Home Affairs has reviewed and found that those positions should be assigned to civil service positions. This has been reported to the Politburo.

On August 16, 2024, the Politburo issued a document assigning the Standing Secretariat to direct the Central Organization Committee to review and synthesize this payroll number for simultaneous adjustment.

However, the Deputy Minister also wondered whether transferring more than 7,000 officials to civil servants would affect the streamlining of civil servant payrolls; it is necessary to consider the option of administrative agencies with revenue sources to include contract civil servants.

He said the Ministry of Home Affairs is researching to incorporate it into the overall policy. To streamline 10% of the staff of public service units in the 2021-2026 period, the Ministry of Home Affairs' viewpoint is to promote the autonomous mechanism.

Deputy Minister Truong Hai Long proposed that the Government soon amend Decree No. 60/2021/ND-CP stipulating the financial autonomy mechanism of public service units to have a financial management mechanism and allocate operating expenses to administrative agencies and service units.

Adjust closer to people, closer to work

According to Minister Pham Thi Thanh Tra, in recent times, the Ministry of Home Affairs has contributed to fundamentally changing the organizational structure; demonstrated through the determination and drastic reorganization of the internal apparatus of ministries and branches. Previously, localities implemented this task vigorously, but some ministries and branches did not implement it or implemented it very little.

Up to now, all ministries and branches have been reorganized, thereby reducing 17 general departments and organizations equivalent to general departments, 10 departments and 145 departments/committees under general departments and ministries.

Along with that, promote the arrangement of administrative organizations of specialized agencies at provincial and district levels, reduce 13 departments and equivalents, 2,159 rooms and equivalents. Public service units also have a very large number of arrangements.

"We have to accept mechanics in a certain period to arrange a very large volume, otherwise mechanics cannot do it. Everywhere there are arguments, saying it is difficult, giving reasons for not arranging. Therefore, we have to assign targets to do it. From there, we have reduced a large number of public service units, raising awareness in streamlining the payroll," said Ms. Tra.

The Ministry of Home Affairs itself, in its role as an advisory body to the Government and the Prime Minister, has been exemplary in cutting 64 internal units, rearranging 4 focal points of the ministry, and reducing 15% of the civil servant payroll during the past period.

Agreeing with the opinion of the Minister of Home Affairs, saying that the recent reorganization of the apparatus and streamlining of staffing levels is still mechanical and leveling, Permanent Deputy Prime Minister Nguyen Hoa Binh also affirmed that "in a certain sense, if this is not done, the number of focal units and staffing levels cannot be reduced."

The Deputy Prime Minister emphasized that in the future, this issue will be adjusted more delicately, closer to people and closer to work.

According to Vu Hai Nam, Director of the Department of Organization and Personnel (Ministry of Home Affairs), in the reorganization of the apparatus, implementing Resolution 19-NQ/TW (on continuing to innovate and manage, improve the quality and efficiency of public service units), the most difficult thing is to reduce the number of service units by 10%. Currently, the number of service units is concentrated in the locality, mainly in the field of education.

Mr. Nam said that this issue has been reported by the Ministry of Home Affairs to the Central Organizing Committee and the Politburo. The Ministry has identified a key solution, which is to reduce the number of focal points while still ensuring the level of autonomy is increased. The level of autonomy of public service units is a solution to restructure the number of employees. When the level of autonomy is increased, there will be conditions to reduce the number of people receiving salaries from the budget.
