The Congress was attended by Mr. Nguyen Huu Nghia, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Tran Quoc Toan, Standing Deputy Secretary of the Provincial Party Committee; Mr. Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, and leaders of the Central Party Committees, the Central Party Office and the Provincial Party Committee.

438 delegates representing the will and aspirations of more than 182,000 party members throughout the Party attended the Congress. In the morning, the Congress elected a 22-member Presidium, a 3-member Secretariat, and an 11-member Delegate Qualification Review Board.
The Congress also approved the program, rules, working regulations, and a report summarizing comments on the draft documents to be submitted to the 14th National Congress of the Party, and divided into discussion groups.
According to the summary report, by September 15, there had been 109 reports and 290 papers submitted, along with tens of thousands of comments from cadres, party members and the people. Specifically, more than 30,000 comments were contributed to the draft Political Report; nearly 32,000 comments were contributed to the draft Report summarizing 40 years of innovation in the direction of socialism; more than 10,500 comments were contributed to the draft Report summarizing 15 years of implementing the Party Charter, along with proposed directions for amendments and supplements.
In the opening session, Provincial Party Secretary Nguyen Huu Nghia presented a report reviewing the leadership of the Provincial Party Executive Committee for the 2020-2025 term. The report stated that, in the context of many difficulties, challenges and personnel changes, the Provincial Party Executive Committee and Standing Committee have focused on comprehensive leadership and direction, achieving outstanding results.
Party building work was carried out synchronously in the fields of politics, ideology, ethics; organization of apparatus, cadres, internal political protection; inspection, supervision, discipline enforcement; internal affairs and anti-corruption and negativity. During the term, many thematic resolutions, programs, and key projects were issued to concretize the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress.

Resolutions, directives and conclusions of the Central and the province have been thoroughly grasped and widely disseminated, creating consensus in implementation. With a decisive, scientific and flexible leadership method, the Provincial Party Executive Committee has made clear changes in many areas.
Hung Yen economy develops comprehensively, with faster and more sustainable growth. Social sectors are concerned, aiming for stability, fairness, and progress; security and ecological environment are ensured. The position, strength, and overall power of the province's economy are significantly enhanced.
In addition to the achieved results, the Provincial Party Committee also seriously acknowledged the limitations and shortcomings, analyzed the causes and drew lessons. This is the basis for the Provincial Party Committee to continue to improve its leadership capacity, fighting strength, and build a clean and strong political system to meet the development requirements of the new period.
The 1st Hung Yen Provincial Party Congress is expected to continue its working program in the coming days, discussing and deciding important issues for the 2025-2030 term.
