Plan to implement the Law on Participation in United Nations Peacekeeping Forces

(Chinhphu.vn) - Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1897/QD-TTg dated September 4, 2025 promulgating the Plan to implement the Law on Participation in United Nations Peacekeeping Forces.

Drafting a Decree stipulating a number of regimes and policies for individuals and ensuring work for Vietnamese organizations participating in United Nations peacekeeping activities.

The purpose of the Plan is to specifically define the work content, completion progress and responsibilities of relevant agencies and organizations in implementing the Law, ensuring timeliness, synchronization, unity, effectiveness and efficiency; to determine the responsibilities and coordination mechanisms between Ministries, Departments, branches and People's Committees of provinces and centrally-run cities (Provincial People's Committees) in carrying out activities to implement the Law nationwide and to raise awareness and responsibility of Party committees, local authorities at all levels, agencies and organizations in implementing the Law.

The contents of the Plan include: Organizing propaganda, dissemination, legal education , and in-depth training on the Law on Participation in the United Nations Peacekeeping Force; organizing the review of current legal documents to propose amendments, supplements, abolition or promulgation of new legal documents related to the Law on Participation in the United Nations Peacekeeping Force under the assigned state management authority; developing legal documents detailing and guiding the implementation of the Law; organizing the inspection of the implementation of the Law and legal documents detailing the implementation of the Law...

According to the Plan, Ministries, Departments, branches and Provincial People's Committees shall organize extensive propaganda and dissemination of the content, meaning and importance of the Law and detailed implementing documents with appropriate content and forms for each specific subject to raise awareness, understanding and responsibility of cadres and people, especially those directly performing the United Nations peacekeeping mission.

To detail and guide the implementation of the Law, the Ministry of National Defense will preside over the drafting of two Government Decrees (Decree detailing a number of articles of the Law on Participation in the United Nations Peacekeeping Force; Decree stipulating a number of regimes and policies for individuals and assurance work for Vietnamese organizations participating in United Nations peacekeeping activities; and Circular stipulating the organization, staffing, standards, uniforms and training programs for United Nations peacekeeping forces under the management of the Ministry of National Defense).

The Ministry of Public Security is in charge of developing a Circular regulating the organization, staffing, standards, uniforms, and training programs for United Nations peacekeeping forces under the management of the Ministry of Public Security.

Ministries, Departments, branches and provincial People's Committees issue documents guiding the implementation of the Law on Participation in United Nations Peacekeeping Forces, including regulations on organization, staffing, technical and professional means; selection standards; training programs, time, training, and fostering of forces under their management...
