At the meeting on July 4, 2025, after listening to the report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus and administrative units from June 28 to July 3, 2025 (Report No. 418-BC/BTCTW, dated July 2, 2025), the Politburo and the Secretariat concluded as follows:

1. Basically agree with the Report on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus and administrative units (from June 28 to July 3, 2025) submitted by the Central Organizing Committee. The Politburo and the Secretariat acknowledged and highly appreciated the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the Central Organizing Committee, the Central Inspection Committee , the Central Party Office, the Ministry of Home Affairs, the provincial and municipal Party Committees directly under the Central Government for actively and urgently completing the preparatory work, successfully organizing the Ceremony to announce the resolution and decision to merge provincial and commune-level administrative units, establish party organizations, appoint personnel at provincial and commune levels simultaneously nationwide on June 30, 2025 and officially deploy the operation of the 2-level administrative unit apparatus from July 1, 2025, ensuring the right schedule, initially operating smoothly and stably.

2. Requesting the Standing Committees of the Provincial Party Committees and the Central City Party Committees to continue to focus highly and strengthen leadership and direction:

(1) Study and grasp the functions, tasks and authority of each level of government, each agency, unit and the responsibilities of the heads of agencies and organizations, ensuring the smooth and effective operation of each level of government; at the same time, promptly and continuously receive and implement the contents and tasks of decentralization and delegation of authority from the Central Government and deploy decentralization and delegation of authority between local levels of government. All work under the authority of the two levels (province and commune) must be carried out smoothly, without delay or omission, with the consistent goal of better serving the people and businesses.

(2) Urgently review and complete all work of assigning, arranging, and organizing cadres, civil servants, public employees, and workers in provincial and commune-level agencies and units; for communes, wards, and special zones lacking specialized staff, the provincial level must promptly and fully arrange, strengthen, support, and assist to ensure effective work performance. Review and complete job positions and propose local staffing for the 2026-2031 period.

(3) Strengthen inspection and grasp the situation to promptly resolve and remove difficulties and obstacles for commune level when operating the new apparatus.

(4) Continue to do a good job of political and ideological education, fully and promptly resolve the regimes and policies for cadres, party members, civil servants, public employees, and workers who have stopped working or retired early due to arrangements under the Central Government's guidance; strengthen propaganda and guidance work so that people can understand the regulations, locations, and new working methods of local state agencies; consolidate and maintain people's consensus and support for the implementation of the two-level administrative unit; promote the spirit of solidarity and unanimity to successfully implement the two-level administrative unit model, ensuring the smooth, effective, and efficient operation of the organizational system; protect the legitimate rights and interests of the people; care for social security and expand development opportunities for all classes of people.

(5) Preside over and coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union and relevant agencies, units and organizations to deploy youth union members and volunteer students with basic knowledge of information technology from universities and colleges to support cadres, civil servants, public employees, workers, and people of communes, wards, and special zones (especially in remote, isolated, and disadvantaged areas) in operating and providing online public services, handling administrative procedures, etc. in the initial phase of implementing the 2-level administrative unit model.

(6) Focus on leadership and direction to prepare good conditions for successfully organizing party congresses at all levels towards the 14th National Party Congress in conjunction with preparing for the election of deputies to the National Assembly and People's Councils at all levels.

3. Assign the Government Party Committee to lead and direct:

(1) Report to the Politburo and the Secretariat on major policies and contents before issuing the decree and related documents guiding the implementation of the Law on Cadres and Civil Servants 2025 on recruitment, use, management, evaluation, classification, and dismissal of civil servants and public employees to ensure the principle of "some in, some out"...

(2) Check, grasp the situation, make full statistics, and promptly report to the Politburo on the resignation of commune-level cadres, civil servants, public employees, and part-time workers after the reorganization of administrative units, the reorganization of the apparatus of agencies, units, and organizations in the political system associated with the two-level administrative units, and the settlement of regimes and policies according to regulations; promptly guide, remove obstacles, and adjust regulations and instructions to ensure that commune-level cadres, civil servants, public employees, and part-time workers resign for the right purpose, requirements, and the right people, and retain competent and qualified cadres.

(3) Lead and direct the Government to issue regulations on administrative unit standards, administrative unit classification and urban classification in accordance with development requirements in the new period.

(4) Lead and direct the urgent review, revision, and supplementation of regulations on regimes, policies, salaries, and responsibility allowances for cadres, civil servants, and public employees (to be completed by September 2025).

(5) Lead and direct the review and assessment of the management and use of government staff after restructuring the apparatus; coordinate with the Central Organizing Committee to complete the determination of job positions, as a basis for determining staffing until 2031 of ministries; ministerial-level agencies; government agencies; local authorities; Vietnamese representative agencies abroad; public service units and mass organizations assigned tasks by the Party and State at the central level.

(6) Lead and direct the review, revision and supplementation of regulations on the number of deputy heads of agencies, organizations and public service units under ministries, ministerial-level agencies, government agencies; specialized agencies and public service units under the People's Committees and People's Councils at the provincial and communal levels in the direction of streamlining, improving quality and meeting the requirements of the new period.

(7) Lead and direct the review of budget allocation; inspect and guide the management and use of budget, arrange working headquarters, ensure operating conditions of agencies, units and organizations after the arrangement of administrative units, and the arrangement of organizational apparatus in the political system associated with 2-level administrative units.

(8) Continue to closely check the allocation of sufficient funds and promptly resolve policies and regimes for cadres, civil servants, and public employees who retire early or quit their jobs due to reorganization.

(9) Lead and direct the Government, ministries, and ministerial-level agencies to regularly inspect the implementation of regulations on functions, tasks, and organizational structure of agencies, units, and organizations in the administrative system at the central and local levels; promote decentralization, delegation of power, and clearly define authority; on work processes, records, administrative procedures, etc.; on providing public services and online public services to people, businesses, and organizations regardless of administrative boundaries. Review, amend, supplement, and promptly issue regulations and guidelines to perfect the functions, tasks, and organizational structure of agencies, units, and organizations in the administrative system at the central and local levels to ensure consistency and unity among documents, between the central and local levels after the arrangement of administrative units at all levels, and the implementation of the 2-level administrative unit model.

(10) Continue to monitor and urge the operation of local state agencies, ensure smooth and effective operations, avoid congestion and interruptions that affect public service activities, handle administrative procedures, and provide online public services to people and businesses; promptly remove difficulties and obstacles, and immediately fix problems (if any).

4. Assign the Party Committee of the Fatherland Front and Central organizations to lead and direct:

(1) Continue to review and rearrange the internal focal organizations under the Fatherland Front, socio-political organizations, and mass organizations at all levels assigned by the Party and State to ensure synchronization, smoothness, streamlining, effectiveness, efficiency, closeness to the people, and adherence to the grassroots.

(2) Timely reorganize mass organizations to be more streamlined, reduce the number of mass organizations and affiliated press.

(3) Monitor and grasp the implementation of activities of the Fatherland Front model, socio-political organizations, and mass organizations according to the 2-level administrative unit model; proactively propose fundamental and systematic solutions to promptly resolve difficulties and problems, ensuring smooth operations and achieving set goals and requirements; especially in villages, hamlets, and residential groups.

5. Assign the Vietnam General Confederation of Labor to preside over and coordinate with the Ministry of Home Affairs to research, advise, propose, and guide the settlement of regimes and policies for full-time trade union officials working under contract (receiving salaries and allowances from trade union funds) affected by the arrangement.

6. The Central Organizing Committee shall preside over:

(1) Develop regulations of the Secretariat on the functions, tasks, and organizational structure of provincial press and broadcasting agencies (to be completed before July 31, 2027).

(2) Develop regulations of the Secretariat on the functions, tasks, and organizational structure of the political centers of communes, wards, and special zones (to be completed before August 25, 2025).

(3) Incorporating the opinions of the Politburo and the Secretariat, continue to review, supplement, and update the contents and tasks on the arrangement of the organizational apparatus, implementing the 2-level administrative unit model to advise the Central Steering Committee to summarize Resolution 18 and issue a Plan to deploy tasks on continuing to perfect the organizational apparatus of the political system and prepare for party congresses at all levels.

(4) Coordinate with relevant agencies to advise and develop regulations of the Politburo on planning, decentralization of management, appointment, introduction of candidates, standard framework of positions, criteria for evaluating cadres, list of cadre positions... in accordance with the principle of "in, out", "up, down" in cadre work.

(5) Take the lead and coordinate with Central Party committees and relevant agencies to review, revise and supplement Party regulations for consistency and suitability.

(6) Review, guide, synthesize, complete job positions and determine the staffing for the 2026-2031 period of agencies in the political system at the central and local levels, and report to competent authorities.

7. Politburo members and Secretariat members continue to monitor and grasp the situation in the assigned areas, inspect, guide, urge, and promptly direct the resolution and removal of difficulties and problems that arise to ensure that the two-level administrative apparatus operates effectively and smoothly and that the organization of party congresses at all levels is carried out according to the plan and requirements set out.

8. Party committees and organizations directly under the Central Committee are responsible for leading and directing the strict implementation of the conclusions of the Politburo and the Secretariat on operating the apparatus of agencies and units according to the new model; deploying the contents and tasks according to Plan No. 56-KH/BCĐ of the Central Steering Committee summarizing Resolution 18.
