Inauguration of the new Phong Chau bridge on National Highway 32C tomorrow morning (September 28)

The inauguration and putting into use of the new Phong Chau bridge, 3 months ahead of schedule and saving more than 360 billion VND, has brought great joy to the people of Phung Nguyen and Van Xuan communes, Phu Tho province.

The new Phong Chau bridge construction project has left valuable lessons for the implementation of future transport projects.

Mr. Luong Van Long, Project Management Director of the Project Management Director of the New Phong Chau Bridge Construction Investment Project - National Highway 32C, Phu Tho Province according to the Emergency Construction Order, said that at exactly 8:00 a.m. tomorrow morning, the inauguration ceremony of this special project will be held by the Ministry of Construction in Phung Nguyen Commune, Phu Tho Province.

“Right after the inauguration ceremony ends at 10:30, the new Phong Chau bridge will be open to traffic,” said Mr. Long.

Also at the ceremony, many awards from the Prime Minister, the Ministry of Construction, and the Ministry of National Defense will be presented to organizations and individuals with outstanding achievements in implementing the construction of the new Phong Chau bridge.

According to the Ministry of Construction, the completion of the new Phong Chau Bridge Construction Project 3 months ahead of schedule is of great significance in overcoming the consequences of natural disasters, ensuring smooth traffic on National Highway 32C and the traffic network in the area. The project has important economic, political , cultural and social significance for Phu Tho province in association with ensuring national defense and security.

This project, which is ahead of schedule, also concretizes the determination of the Prime Minister, the Ministry of Construction, and military units in carrying out the urgent task of helping people overcome the consequences of natural disasters and stabilize their lives.

For many people in the Project area, the new Phong Chau bridge is also a symbol of a strong revival connecting the two banks of the Red River after the natural disaster of the collapse of Phong Chau bridge due to storm Yagi in early September 2024.

The investment project to build the new Phong Chau bridge - National Highway 32C, Phu Tho province has a length of about 652.88 m with the starting point at Km21+50/National Highway 32C avoiding Viet Tri city), in Phung Nguyen commune, Lam Thao district, Phu Tho province; the end point at Km18+551.4/National Highway 32C, in Van Xuan commune, Tam Nong district, Phu Tho province.

Of which, the length of Phong Chau bridge is about 383.3 m (to the end of the abutment); the road section at both ends of the bridge connecting to the existing road on Lam Thao side is about 113.8 m; on Tam Nong side is about 155.78 m.

This is a project carried out under the Emergency Order to handle the collapse of the old Phong Chau bridge on National Highway 32C, ensuring the urgency and quick resolution of traffic disruptions, overcoming the consequences of storms and floods; soon connecting the traffic network in the area, creating favorable conditions for people to travel across both sides of the river connecting Tam Nong district (now Van Xuan commune) with Lam Thao district (now Phung Nguyen), Phu Tho province and localities in the region; supporting socio-economic development, ensuring national defense and security in the area.

The project has a total investment of 635,392 billion VND, from the central budget; Thang Long Project Management Board (Ministry of Construction) was assigned as the project investor. Truong Son Construction Corporation - Ministry of National Defense was assigned to carry out the construction.

According to the contract, the new Phong Chau Bridge - National Highway 32C construction investment project will start on December 21, 2024 and be completed in 2025.

However, to quickly overcome the consequences of typhoon Yagi, quickly resolve the traffic disruption, and facilitate people's travel across both banks of the Red River connecting Phu Tho province and localities in the region, the investor, the Supervision Consultant and the Construction Contractor, Truong Son Construction Corporation, organized the construction with the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms and winds", "eating and sleeping urgently", "not enough work during the day, taking advantage of the night", "only discussing work, not discussing back".

Up to now, the project has been completed in 9 months, 3 months shorter than the contract.

In order for the project to achieve the above results, thanks to the participation with very high political determination of related units, the close direction of the Prime Minister, the Ministry of Construction, the Ministry of National Defense and related ministries and branches; the close coordination of the Provincial Party Committee, the People's Committee of Phu Tho province and local authorities; the support and facilitation of the construction of the people in the Project area; the responsible working spirit and efforts of the Investor - Thang Long Project Management Board, the Supervision Consultant unit.

In particular, the designated contractor, Truong Son Construction Corporation, has promoted the qualities of "Uncle Ho's soldiers", upheld the highest sense of responsibility, built scientific and detailed construction plans and methods; mobilized sufficient human resources, financial resources, and modern machinery and equipment to focus on implementing "3 shifts" and "4 shifts" of construction.

“With 30 years of experience in many transportation projects, but with this project in particular, I feel moved, proud, honored and also cannot believe that it will be completed in 9 months and 7 days. This result is thanks to the close coordination between the investor, the project management board, the consulting supervisor, and the contractor handling the work from the site", said Colonel Nguyen Tuan Anh, Deputy Commander of Army Corps 12 - Truong Son Construction Corporation.

In addition, following the order of the Ministry of National Defense, the Engineering Corps, the 249th Engineering Brigade successfully carried out the search and rescue mission and built a pontoon bridge in the area of ​​the collapsed Phong Chau bridge. For nearly a year, the pontoon bridge operated by the 249th Brigade has become a traffic artery, serving about 15,000 people and vehicles every day, contributing to ensuring smooth and safe traffic on National Highway 32C.

The investment project to build the new Phong Chau bridge - National Highway 32C, Phu Tho province according to the Emergency Construction Order is expected to be completed with a total cost of about 438,796 billion VND.

Thus, after completing the Project, there will be a surplus of 196,596 billion VND compared to the total investment (635,392 billion VND) and 361,204 billion VND compared to the Prime Minister's capital allocation decision (800 billion VND).

The Ministry of Construction is proposing to use this surplus capital after construction to invest in upgrading and expanding the road connecting the new Phong Chau bridge with the inter-regional road, about 5 km long, grade III road standards, with an estimated total investment of about 150 billion VND, implementation time from 2025 - 2027.
