About 30 people involved in errors in the exam score scandal in Thai Binh

On August 20, the People's Committee of Thai Binh province held a press conference to provide information on the results of the 10th grade entrance exam for the 2024-2025 school year in the province.

At the press conference, Mr. Pham Cong Dich, Deputy Chief Inspector of Thai Binh province, announced information on the results of the 10th grade entrance exam for the 2024-2025 school year.

1,589 candidates had incorrect total admission scores

Accordingly, the test results showed that during the process of checking the score of the essay test, the number of test papers that were checked for hand-matching only reached 0.71%, not ensuring at least 20% of the essay test papers as prescribed in Point c, Clause 6, Article 27 of the High School Graduation Exam Regulations.

Mr. Pham Cong Dich, Deputy Chief Inspector of Thai Binh province, informed about the results of the 10th grade entrance exam for the 2024-2025 school year.

When detecting errors (some exam papers were out of sync), the Secretariat did not make a record but only recorded information about candidates with errors and transferred it to the Head of the Exam Steering Committee. The Head of the Exam Steering Committee did not clearly identify the cause and take measures to correct the errors through checking the Secretariat's sync, which is not in accordance with the provisions of Point c, Clause 6, Article 27 of the High School Graduation Exam Regulations.

The inspection team manually matched the beat of 100% of the essay exams (no re-scoring of the exams was performed), and determined that 2,997 exams were out of beat, causing incorrect scores for 2,750 exams; 49 exams had errors in the scoring and entry process, of which 19 exams had incorrect scores compared to the published score sheet.

The total number of essay exams with incorrect scores is 2,769; of which: 1,368 exams have scores higher than the announced scores, 1,401 exams have scores lower than the announced scores.

The total number of candidates with incorrect admission scores is 1,589 candidates; of which, 781 candidates have a higher admission score than the announced total admission score, and 808 candidates have a lower admission score than the announced total admission score.

Based on the 10th grade High School Admission Plan for the 2024-2025 school year approved by the Provincial People's Committee and the inspection of candidates, the inspection team determined that the new admission benchmark for the first round has changed in 4/12 specialized classes and 11/29 admission councils of mass high schools.

According to the new admission scores for the first round at the Specialized High School Admissions Council, 15 candidates changed from not being admitted to being admitted; 15 candidates changed from being admitted to not being admitted.

At the press conference, Mr. Dang Xuan Phong, Deputy Director of the Department of Education and Training of Thai Binh (wearing glasses), apologized to students and parents for the mistakes in this year's 10th grade exam.

According to the new admission scores for the first round at the Admission Councils of mass high schools, 237 candidates changed from not being admitted to being admitted; 243 candidates changed from being admitted to not being admitted.

About 30 people were involved in the incident.

Responding to reporters' questions at a press conference about the responsibility of individuals involved in the exam score errors, Deputy Director of the Thai Binh Department of Education and Training Dang Xuan Phong said that initially it was determined that about 30 people were involved in the incident.

The inspection conclusion also showed that, initially, it was determined that the Head of the Exam Steering Committee and the Secretariat did not comply with regulations in the process of re-writing essay test papers in the 10th grade entrance exam for the 2024-2025 school year, leading to the incorrect announcement of the total admission scores of 1,589 candidates, incorrect admission scores for the first round of 4/12 specialized classes under the Admission Council of Specialized High Schools and 11/29 Admission Councils of General High Schools, and incorrect admission results of 510 candidates.

The cause of the violation was that the Head of the Secretariat and related individuals of the Secretariat did not fully perform their responsibilities in performing their official duties.

The Head of the Exam Steering Committee was irresponsible, did not check, supervise and did not promptly report to the Provincial People's Committee about the unusual incident at the 10th grade entrance exam for the 2024-2025 school year.

Initially, at the stage of reviewing the essay test, the provincial inspectorate determined the responsibility of the civil servants and public employees of the Secretariat in performing the assigned tasks and powers in the 10th grade entrance exam for the 2024-2025 school year.

Mr. Nguyen Viet Hien, Director of the Department of Education and Training, is responsible for his role as head of the Department of Education and Training, Head of the Steering Committee for the 10th grade entrance exam for the 2024-2025 school year.

At the press conference, the Thai Binh Provincial Inspectorate recommended that the Chairman of the Provincial People's Committee direct the Department of Education and Training to, based on the exam scores of the inspected candidates and the regulations of specialized laws, carry out procedures within its authority to announce the exam scores of the candidates and organize the admission process according to regulations.

The Provincial Inspectorate directed the inspection team to continue to clearly identify the existence, limitations, violations, and responsibilities of organizations and individuals in the process of performing tasks at all stages leading to deviations, incorrect scores of candidates, incorrect admission results stated in the inspection conclusion and recommend handling measures; conduct inspections of other contents in the inspection decision and inspection conclusion according to regulations.

Recommend the Provincial Department of Home Affairs to advise on extending the suspension period for Mr. Nguyen Viet Hien, Director of the Department of Education and Training, to serve the inspection work.

Previously, according to information posted on Thanh Nien Newspaper, on June 16, when starting to look up exam scores, many candidates were shocked because their exam scores were unusually low, on the contrary, some other candidates got unusually high scores, so parents and students submitted appeals.

According to the review results, many candidates had initial scores in literature and math ranging from only 2 to 4 points, but after the review, their scores increased to 8 to 9.5 points, causing many parents to doubt the authenticity of the exam.

Therefore, some parents whose children took the 10th grade entrance exam in Thai Binh province filed a complaint against Mr. Nguyen Viet Hien, Director of the Department of Education and Training of Thai Binh province, and those involved in the admission work in the 10th grade entrance exam.

Immediately afterwards, the People's Committee of Thai Binh province issued many decisions to clarify the incident.
