Continue to strengthen inspection and examination of backlog projects

Up to now, the System has compiled 2,991 stuck projects, classified into 16 groups of difficulties and problems, and 7 groups of projects that need to be considered and resolved.

On the afternoon of September 5, chairing the meeting of Steering Committee 751 on resolving difficulties and problems of backlogged projects, Deputy Prime Minister Nguyen Hoa Binh, Head of the Steering Committee, stated that it is necessary to continue to promote inspection and examination activities for backlogged projects, ensuring strictness, publicity, transparency, and on-schedule progress as required.

The Steering Committee for resolving difficulties and problems of backlogged projects was established under Decision No. 751/QD-TTg of the Prime Minister on the basis of merging Steering Committees and Working Groups with the same functions and tasks. Permanent Deputy Prime Minister Nguyen Hoa Binh is the Head of the Steering Committee. The Ministry of Finance is the Standing body of the Steering Committee.

At the meeting, the Steering Committee assessed the results of task implementation in the first months of the year and directed key tasks in the last months of 2025 and the coming time.

According to Deputy Minister of Finance Do Thanh Trung, immediately after being reorganized in April 2025, Steering Committee 751 under the direct direction of Permanent Deputy Prime Minister Nguyen Hoa Binh urgently deployed, implemented and completed a large volume of assigned tasks.

In particular, the construction and completion of the database system on the infrastructure platform of the Public Investment System (System 751) has been deployed so that ministries, branches and localities can directly and proactively update information and data on projects facing difficulties and problems to the System according to the guidance of the Steering Committee; ensure responsibility, publicity and transparency in the handling process; promptly share and manage data synchronously and objectively. System 751 provides reporting data to help the Steering Committee identify groups of difficulties and problems, thereby proposing handling directions for specific groups.

Up to now, the System has compiled 2,991 projects with problems, classified into 16 groups of difficulties and problems, 7 groups of projects that need to be considered and resolved with 5 levels of authority to handle. It is expected that the number of projects will continue to have many changes because ministries, branches and localities are continuing to review, update, adjust and supplement.

Deputy Minister Do Thanh Trung said that the Ministry of Finance - the standing agency - has coordinated with ministries, branches, and central agencies to advise the Prime Minister, the Permanent Deputy Prime Minister, and the Head of the Steering Committee to issue 6 dispatches directing ministries, branches, and localities to review, classify, and synthesize projects, identify difficulties and problems, and propose tasks and solutions...

In addition, the Ministry of Finance has issued 5 documents guiding and urging ministries, branches and localities to review, update and complete information on projects with difficulties, problems and backlogs in the Public Investment System.

The Steering Committee also organized 4 Working Groups to directly inspect a number of projects with difficulties and problems in 9 localities including: Hanoi, Thai Nguyen, Hue, Quang Nam (old), Da Nang, Khanh Hoa, Lam Dong, Ho Chi Minh City, Dong Nai, thereby removing problems for a number of large projects.

Appreciating the active, urgent and responsible working spirit of the Steering Committee members, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged that the Steering Committee has completed a large amount of assigned work. The Deputy Prime Minister requested the Ministry of Finance to fully absorb the opinions of the Steering Committee members at the meeting to complete the Report on the results and activities of the Steering Committee in the first months of 2025, and tasks for the last months of the year to report to the Government and the Politburo.

The Deputy Prime Minister requested that it is necessary to continue to step up inspection and examination activities for backlogged projects, ensuring strictness, publicity, transparency, and progress according to set requirements. Members of the Steering Committee continue to urge localities to review and report on projects with difficulties and problems in accordance with the direction of the Prime Minister and the Steering Committee in the dispatches on reviewing, classifying, synthesizing projects, identifying difficulties and problems, proposing tasks and solutions.

Previously, at the meeting with the Standing Committee of Dong Nai Provincial Party Committee - the first locality where Steering Committee 751 had a working session with the entire Steering Committee, Deputy Prime Minister Nguyen Hoa Binh said that removing obstacles and difficulties for backlogged projects is a major policy of the Politburo. Recently, the Politburo also issued a conclusion on this issue and approved a pilot implementation of removing difficulties and obstacles for backlogged projects in 5 provinces and cities.

Initially, the implementation process in 5 localities has had very positive results. On that basis, many localities have requested permission to apply special mechanisms and policies similar to the 5 provinces and cities that have piloted. The Government has sent a report to the Politburo and the Politburo has directed to evaluate the overall implementation process. From the results of working with Dong Nai province, Steering Committee 751 will draw experience to implement the Politburo's policy.

Through review, by early August 2025, in Dong Nai province, there were 255 projects facing difficulties and long-term problems, which urgently needed to be cleared, speed up implementation progress, and create more momentum for economic growth.
