On the morning of September 18, Deputy Secretary of the Can Tho City Party Committee Truong Canh Tuyen had a working session with the Standing Committee of the Tan Loc Ward Party Committee on the operation situation after the merger.

At the meeting, the leaders of Tan Loc ward reported on the ward's operations when implementing the 2-level local government from July 1. Accordingly, Tan Loc ward, Can Tho city, located on an island on the Hau river, is an administrative unit that is kept intact, not merged or consolidated. The ward has a natural area of ​​33.4 ^km2 , a population of 35,621 people, with 7,648 households; the administrative unit has 10 areas.

In recent times, Tan Loc ward has achieved many important and relatively comprehensive achievements in various fields: Stable economic growth, economic structure shifting in line with the ward's strengths of aquaculture and garden ecotourism; positive changes in culture and society, social security ensured, people's lives improved, national defense and security maintained; the local government apparatus has been consolidated, improved, and operated effectively since July 1.

After its establishment, Tan Loc ward quickly stabilized its organizational structure, maintained the pace of socio-economic development, ensured security and defense, and gradually affirmed the effectiveness of the two-level local government model.

According to the ward leaders, Tan Loc is a unit that does not carry out mergers, helping to maintain stability in the organization of the political system and the psychology of cadres, party members and people. The organization of the ward according to the 2-level local government model has been basically completed and operates stably; the staff has a high sense of responsibility. The Public Administration Service Center was established and put into operation, contributing to improving the quality of public service provision and applying information technology in management, helping people and businesses reduce time when transacting documents and procedures.

However, the ward still has some difficulties and limitations: Due to the large amount of work after the arrangement, the urgent implementation time, and the lack of personnel in some positions, the ward initially encountered certain difficulties in operating and managing the work. Although the facilities, equipment, transmission lines, and application software have been trained, in reality, the configuration and software are not synchronized, causing difficulties in connecting and sharing data; some officers and civil servants are still confused in the implementation, affecting the progress and time of work.

Tan Loc Ward hopes that Can Tho City leaders will arrange and supplement the missing specialized civil servants in the fields of information technology - digital transformation, economics, tourism, science - technology; support additional funding for the locality to purchase machinery and equipment...

In addition, Tan Loc ward also recommended: Check the collection and transportation of household waste in Tan Loc ward. Because currently, the collection frequency of the service provider (Can Tho Urban Joint Stock Company) is not guaranteed according to the plan and signed contract, leading to backlog causing environmental pollution.

Mr. Tran Phu Loc Thanh, Deputy Director of the Department of Agriculture and Environment of Can Tho City, spoke at the meeting.

At the meeting, leaders of the Department of Home Affairs, Department of Agriculture and Environment... answered and gave specific instructions for Tan Loc ward to implement measures to remove difficulties.

Mr. Tran Phu Loc Thanh, Deputy Director of the Department of Agriculture and Environment of Can Tho City, acknowledged and shared with the leaders of Tan Loc Ward about the amount of garbage remaining in the area. Currently, due to many different reasons, Can Tho Urban Joint Stock Company only collects about 6/8 tons of solid waste day and night in the area. In the immediate future, the Department of Agriculture and Environment will work specifically with the Urban Joint Stock Company to find specific solutions to collect garbage more effectively.

In addition, the locality needs to strengthen propaganda for people to limit the use of groundwater to reduce the causes of subsidence and landslides on the island. At the same time, it is recommended that the leaders of Tan Loc ward coordinate closely with functional departments to soon plan and reserve clean land to build a waste treatment plant and a local water plant in the area to solve the urgent needs of people living on Tan Loc island.

Mr. Vo Chi Xinh, Deputy Head of the Office of the Can Tho City Party Committee, suggested that the leaders of Tan Loc Ward should soon conduct a comprehensive review of the staff. In particular, the ward needs to increase the introduction of personnel so that the leaders of Can Tho City can mobilize staff and support human resources to perfect the staff for the locality to operate better.

Initially, the Tan Loc Ward Party Committee and People's Committee have smoothly operated the two-level local government to serve the people well.

The ward has effectively implemented socio-economic development, promoting the role of agricultural production, fruit trees, aquaculture and tourism. At the same time, sharing the difficulties of Tan Loc ward, due to the specificity of the island located on the Hau River, which is still far from ferry crossing the river; waste treatment still has many backlogs...

The Deputy Secretary of the Can Tho City Party Committee acknowledged the ward's recommendations to report to the Standing Committee to soon have solutions to remove difficulties for the locality.

Referring to the tasks in the coming time, the Deputy Secretary of the Can Tho City Party Committee suggested: Tan Loc Ward Party Committee continues to promote the spirit of solidarity, focus on economic development through the application of scientific and industrial advances in agricultural production; effectively implement social security programs. The Department of Agriculture and Environment coordinates with Can Tho Urban Joint Stock Company and Tan Loc Ward to soon resolve to increase the rate of garbage collection on the island. Tan Loc Ward needs to soon review and supplement the planning in the direction of expanding roads, water plants, agricultural tourism... to be able to integrate into the upcoming planning adjustment of Can Tho City.

Along with agricultural development, the Party Committee - People's Committee of Tan Lap commune needs to plan and soon implement specific solutions for tourism development here, turning the island into a leading tourist destination in Can Tho city, attracting a large number of tourists to visit and experience.
