The livestock epidemic situation in the province has been complicated recently. Therefore, in addition to strengthening the prevention and control of livestock epidemics, the Department of Agriculture and Rural Development of Quang Tri province has also promoted slaughter control to ensure food safety of livestock meat and protect the health of consumers.

Recently, diseases such as foot and mouth disease, lumpy skin disease have appeared in the province's cattle herd, etc. With the attention and direction of the Provincial People's Committee, the Department of Agriculture and Rural Development, the support of the Department of Animal Health, the active coordination of local authorities, relevant departments and branches have implemented synchronous solutions to prevent and control epidemics, so they have promptly detected and controlled epidemics in livestock herds, preventing them from arising and spreading widely. However, although the province has currently controlled epidemics in livestock and poultry, the risk of epidemics is still lurking in the environment and livestock facilities.

Awareness of compliance with the Veterinary Law and quarantine regulations of producers and traders in animal husbandry and processing of animal products is still limited; some business owners do not register for quarantine of animals and animal products transported to other provinces.

On the other hand, according to the new provisions of the Law on Inspection, the Department of Animal Husbandry and Veterinary Medicine does not have the function of inspection, therefore, when detecting violations of the provisions of the law on quarantine, transportation, trading, slaughter or violations of animal disease prevention and control, the Department of Animal Husbandry and Veterinary Medicine does not handle administrative violations in the field of animal husbandry and veterinary medicine...

In order to continue to effectively implement measures to prevent the outbreak and spread of livestock diseases, and at the same time strengthen the management of animal trading, transportation, and slaughter, and ensure food hygiene and safety in the area in the last months of 2024, the Department of Agriculture and Rural Development has issued Plan No. 42/KH-CNTY-KD dated June 13, 2024 on controlling the transportation and slaughter of cattle and buffalo and cow products traded in Quang Tri province in 2024 and Decision No. 87/QD-CNTY dated September 16, 2024 on inspecting quarantine work, controlling animal slaughter, and inspecting veterinary hygiene for the second phase of 2024; controlling cattle and buffalo and cow products imported into Quang Tri province.

Implementing the directives of the Department of Agriculture and Rural Development, the Department of Animal Husbandry and Veterinary Medicine of Quang Tri organized inspections of the import of buffaloes and cows into the province at animal slaughterhouses and buffalo and cow collection facilities; inspected and supervised the slaughter and trade of livestock products in the province. The delegation inspected 3 buffalo and cow collection facilities in Huong Hoa and Cam Lo districts.

Through inspection, the animal collection facilities are clean, the buffaloes and cows currently being raised domestically, have clear origins, are all healthy, and have no clinical symptoms of infectious diseases in animals.

For the buffaloes and cows purchased from other provinces, there are animal quarantine certificates. All facilities have business registration certificates and animal trading records. However, these are small-scale collection facilities, so during their operations, the facilities have not complied with regulations on declaring their activities to local authorities; there is no certificate of veterinary hygiene conditions for animal collection facilities.

Regarding slaughterhouses, the Provincial Department of Animal Husbandry and Veterinary Medicine inspected 35 households/concentrated slaughterhouses with an average number of buffaloes and cows slaughtered of 51/day and night. Through inspection, the slaughterhouses were guaranteed to be clean and hygienic, the origin of the livestock was clear, the number of livestock brought in for slaughter was healthy, without symptoms of infectious diseases. Livestock meat products were consumed within the province at local markets, ensuring veterinary hygiene and food safety conditions; products for sale were inspected, controlled and issued veterinary hygiene stamps by veterinary agencies before being put on the market for consumption.

From now until the end of the year, the weather will be rainy and cold, so the livestock disease situation is forecast to be complicated, with a high risk of disease outbreaks. Therefore, the Department of Agriculture and Rural Development continues to direct the Animal Husbandry and Veterinary Department to closely follow the grassroots, direct the Animal Husbandry and Veterinary Station at the district level to strengthen the inspection and quarantine of animals and animal products, especially actively coordinate with functional forces to strictly control the transportation of animals and animal products.

Strengthen inspection and control of slaughtering and trading of livestock and poultry meat; strictly handle cases of transporting, trading, and slaughtering animals and animal products that have not undergone veterinary quarantine and are of unclear origin.

Strengthen propaganda work, raise awareness and responsibility for animal disease prevention and control among owners of production, business, slaughter, processing and transportation facilities for animals and animal products. Coordinate information exchange between provinces and cities on the import and export of livestock in the area.

Implementing well the work of controlling the transportation, checking and supervising the slaughter and trading of livestock products is one of the important solutions to prevent diseases in livestock, not only protecting the development of livestock but also ensuring food safety and hygiene for consumers when the demand for food consumption increases at the end of the year.
