Today, January 12, the monitoring delegation of the Provincial National Assembly Delegation, including: Deputy Head of the Provincial National Assembly Delegation, Deputy Head of the monitoring delegation Hoang Duc Thang; Commander of the Provincial Military Command, Colonel Nguyen Huu Dan; Deputy Head of the Provincial Ethnic Committee Ho Thi Minh had a working session with the Provincial People's Committee to monitor the implementation of Resolution 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program in Quang Tri province. Participating in the monitoring delegation were Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang. Vice Chairman of the Provincial People's Committee Le Duc Tien and leaders of relevant departments, branches and sectors worked with the monitoring delegation.

Vice Chairman of the Provincial People's Committee Le Duc Tien said that to organize the implementation of Resolution 43 and documents of the Government , the Provincial People's Committee has issued 3 plans, 5 decisions and 2 guiding documents for departments, branches and localities to organize implementation.
The implementation results of Resolution 43 have achieved the targets of recovery, development and growth, in which the growth rate of gross regional domestic product (GRDP) in 2022 reached 7.07%, in 2023 was 6.68%; GRDP per capita in 2022 reached 62.75 million VND, in 2023 reached 71 million VND. In the economic structure in 2022, agriculture accounted for 20.3%, non-agriculture accounted for 79.7%; in 2023, they were 19.02% and 80.98%, respectively. Major balances of the economy were kept stable. Disease prevention activities were effectively implemented, contributing to promoting socio-economic development.
Regarding fiscal policy according to Resolution 43, in 2022 - 2023, the value added tax rate has been reduced from 10% to 8% for businesses, households and individuals with a total amount of 294.1 billion VND; environmental protection tax on gasoline, lubricants and grease has been reduced by 490.5 billion VND; land and water surface rents have been reduced by about 16.8 billion VND; registration fees have been reduced by 86.7 billion VND; some types of fees and charges to support people affected by the epidemic have been reduced by 10.1 billion VND.

Regarding credit to support social security, labor, and employment, outstanding loans reached 696 billion VND, achieving 100% of the plan. Of which, loans to buy computers and learning equipment were 3.81 billion VND; loans to create jobs were 400 billion VND; loans to social housing were 290.7 billion VND; loans to non-public kindergartens and primary schools were 1.49 billion VND. Housing rent support for 387 workers of 24 units was 580 million VND.
At the same time, 380 workers working in enterprises were supported with 567 million VND; 7 workers were supported with 13 million VND to return to the labor market. For credit to support enterprises, cooperatives, and business households, interest support was implemented through commercial banks, the loan turnover with interest support was 154.54 billion VND, the amount of interest support was 1.08 billion VND. Through the social policy bank, interest support was provided for 69,193 loans with the interest support amount of 38.09 billion VND.
Regarding development investment policy, 161 billion VND has been allocated to implement the project of purchasing equipment for medical facilities in Quang Tri province and the project of investing in building, upgrading and renovating the Center for Disease Control (CDC) in Quang Tri province, 9 district medical centers and 7 commune medical stations.
Allocate 230 billion VND to implement the Eastern Bypass project of Dong Ha City (section from Nguyen Hoang intersection to South of Song Hieu Bridge), in which the central budget capital under the Socio-Economic Recovery and Development Program is 203 billion VND and the local budget capital is 27 billion VND.
In addition to the achieved results, the implementation of fiscal policies still faces difficulties and inadequacies such as the implementation of policies on tax, fee and land rent exemption and reduction according to Resolution 43, which has affected the budget revenue results in the area, especially in 2023, it decreased by about 400 billion VND.
The 2% interest rate support program of the 40,000 billion VND package has achieved low results because the subjects and industries applying for interest rate support loans are limited; there are many wholesale and retail subjects and industries but they are not eligible for support; subjects and industries are eligible for interest rate support but do not fully meet the conditions for loan support.
From there, it is recommended that the National Assembly and the Government continue to study policies, programs and projects to support local development in the coming time, with special attention to supporting the implementation of policies, programs and projects in the health sector to improve the quality of medical examination and treatment for local people.
Regarding the interest rate support package under Decree 31/2022/ND-CP, it is recommended to adjust the subjects and conditions for accessing the policy in accordance with actual conditions to facilitate customers in case of continuing to implement the Interest Rate Support Program in the spirit of Decree 31. In case of not continuing to maintain Decree 31, it is recommended to transfer this capital source to perform other expenditure tasks with better absorption capacity such as entrusting through the social policy bank to implement policy credit programs that contribute significantly to promoting socio-economic development.
Concluding the supervision session, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang highly appreciated the Provincial People's Committee's proactive implementation of Resolution 43, bringing about effectiveness in many aspects. In addition, he acknowledged the recommendations of the Provincial People's Committee for research and synthesis to submit to the National Assembly and the Government for consideration and resolution in the coming time.
Note that it is necessary to strengthen supervision of the implementation of preferential loan sources, to promptly remove difficulties in accessing for businesses and people. Speed up the progress of implementing works and projects supported under Resolution 43 to ensure quality, timely put into use, contribute to local socio-economic development and meet the expectations of voters.
