Lam Dong proposes to allocate 2,500 billion VND for Bao Loc-Lien Khuong expressway

Lam Dong Provincial People's Committee proposed the central government to allocate 2,500 billion VND for the Bao Loc-Lien Khuong expressway project.

Lam Dong Provincial People's Committee has just had four groups of recommendations and proposals to the Government, ministries and central branches to support, guide and remove difficulties, including allocating capital for the Bao Loc - Lien Khuong expressway construction investment project.

Accordingly, Lam Dong province requested the Ministry of Science and Technology to guide and support the synchronous implementation of the digital government system, interconnected databases, and shared digital infrastructure; pay attention to technical support, allocate resources to deploy smart management and operation platforms (IOC), digital identification, integrate online public services across the province, and train grassroots officials.

Lam Dong Provincial People's Committee requested the Ministry of Industry and Trade and the National Electricity System and Market Operation Company Limited to mobilize additional output from factories in Vinh Tan Power Center to ensure that the total electricity output of factories in Vinh Tan Power Center in 2025 reaches at least 27.33 billion kWh according to the plan assigned by the Ministry of Industry and Trade, ensuring the GRDP growth target set out in the plan.

Lam Dong province requested central ministries and branches to pay attention and provide guidance in removing difficulties and obstacles of overlapping mineral projects.

Perspective of Bao Loc- Lien Khuong Expressway

Regarding the Bao Loc-Lien Khuong expressway construction investment project, Lam Dong Provincial People's Committee requested the Ministry of Finance to consider and report to competent authorities to allocate central budget capital for the 2025 plan with a total amount of 2,500 billion VND.

Bao Loc - Lien Khuong Expressway is a grade I road under the form of public-private partnership (PPP), 73.6 km long, phase 1 scale of 17 m roadbed, four lanes, and intermittent emergency lanes.

The project has a total investment of about 17,718 billion VND; of which the state budget capital is about 7,761 billion VND, accounting for 43.8% of the total investment (local budget 5,261 billion VND, central budget 2,500 billion VND); the capital mobilized by investors is about 9,957 billion VND, accounting for about 56.2% of the total investment.

Bao Loc - Lien Khuong Expressway project is invested by the T&T - Futa Group - Phuong Thanh joint venture under the build - operate - transfer (BOT) contract.

The project started construction at the end of June 2025, with an estimated construction period of 30 months. The business operation period is more than 19 years and 10 months.
