According to Chairman of the City People's Committee Luong Nguyen Minh Triet, in order for the work of site clearance and disbursement of public investment capital in 2025 to be effective, it is necessary to promptly complete professional personnel; guide decentralization, delegation of authority, and clarify the responsibilities of departments, branches, wards, and communes in this work.
Agencies, units and localities need to change their thinking and working methods, proactively update new documents to advise and propose to leaders and direct the implementation of practical tasks. Focus on handling problems and difficulties in organizational structure and coordination regulations.
The Department of Home Affairs shall promptly give its opinions on the organization and operation of the city and regional project management boards, on the roles, functions, tasks, and relationships between these boards. At the same time, promptly complete the personnel of the management boards, professional personnel of wards and communes; issue regulations and guidelines on decentralization, delegation of authority, and authorization to relevant departments, branches, wards, and communes; clarify responsibilities in site clearance, public investment, and disbursement of public investment capital.
The Department of Finance takes the lead in proposing solutions to remove difficulties and obstacles in transitional projects, such as regulations on adjusting investors, granting investment decisions for projects invested by the old district-level People's Committee, making investment decisions, etc.
Regarding the removal of difficulties in implementing the national target program, the Chairman of the City People's Committee requested that departments, branches and localities urgently make a list and allocate capital to wards and communes, and thoroughly resolve tasks and tasks in July 2025; proactively review, arrange and perfect the staff in charge of national target programs.

The Chairman of the City People's Committee agreed with the proposal to continue assigning the management boards of construction investment projects of Quang Nam province (old) to continue implementing compensation, support and resettlement for existing unfinished projects in the communes and towns of 10 midland and mountainous districts of the old Quang Nam province. New projects were assigned to the City Land Fund Development Center. The Department of Agriculture and Environment reviewed the regulations on granting mineral exploitation licenses and promptly resolved difficulties in common construction materials.

According to Vice Chairman of the City People's Committee Phan Thai Binh, relevant departments and branches must clearly identify key projects to find solutions to meet the demand for construction materials in the current state of scarcity; urgently determine the reserves of mines licensed for exploration and exploitation.
Regarding decentralization and delegation of authority in licensing mineral exploitation rights auctions, it is recommended that the Department of Agriculture and Environment review regulations to have a direction for decentralization to wards and communes for implementation; consider specific mechanisms of the city for effective implementation, in which priority is given to key projects, ensuring the supply of construction materials.
As of July 15, the disbursement of the 2025 public investment capital plan of Da Nang city (new) was 6,227 billion VND, of which the estimated disbursed capital was 5,705 billion VND, reaching 35.9% of the plan assigned by the Prime Minister, reaching 33.3% of the plan assigned by the local People's Council.
In the new Da Nang city, there are currently a total of 186 sand and gravel mines planned for exploration and exploitation, with a total planned area of 1,542 hectares, and a total planned reserve of sand and gravel minerals of 47,606,094m 3 .
The city has licensed 41 mines, currently there are 11 sand and gravel mining licenses still in effect with a total designed mining capacity of 121,998m3 /year, the total remaining licensed reserves calculated according to mining capacity and remaining license time is 375,971m3 .
As of July 15, the auction plan for 38 sand and gravel areas has been approved, of which 33 areas have been auctioned, and 5 areas have not been auctioned (due to the abolition of district level and merger with provinces). Currently, the city is continuing to complete site clearance for 67/73 projects with 3,927/5,967 files that have not yet handed over the site.
