Listen and resolve citizens' legitimate aspirations

(HNM) - Clearly defining the responsibility as an elected body, an elected representative representing the will and aspirations of the people, since the beginning of the 2021-2026 term up to now, the Hanoi People's Council delegates have always focused on receiving citizens and urging the settlement of petitions, letters, and recommendations, in order to listen to and resolve the legitimate aspirations of citizens. Many outstanding and pressing cases have been resolved, recognized and trusted by voters.

Many pending cases were resolved

Deputy Chief of Office of the National Assembly Delegation and Hanoi People's Council Nguyen Khanh Long said that from November 2021 to now, the City People's Council has received 717 complaints, denunciations, recommendations and reflections from citizens. The Office has advised the Standing Committee of the City People's Council to issue more than 200 documents to handle and transfer the petitions to competent authorities for settlement; guide, urge and remind agencies and units that are slow in handling citizens' petitions and letters and keep 564 petitions (due to duplication, unclear content, anonymity, etc.). The Standing Committee of the City People's Council has received 66 response documents according to the petition transfer form of the City People's Council and 294 related documents transferred by competent authorities.

In particular, the Office of the National Assembly Delegation and the City People's Council has proactively coordinated with the Legal Committee of the City People's Council to advise on the selection of cases for the Chairman of the City People's Council to perform the responsibility of receiving citizens according to his authority. In particular, the Chairman of the City People's Council continued to conduct 2 sessions, and authorized the Vice Chairmen of the City People's Council to conduct 6 sessions to receive citizens, with 16 cases of complicated and prolonged content that have not been completely resolved. To date, 7 cases have been resolved; 9 cases continue to be considered and resolved by competent agencies, and the Office of the National Assembly Delegation and the City People's Council has monitored, urged, and supervised the implementation.

For example, citizen Pham Van Tuan (Ta Xa village, Dai Thang commune, Phu Xuyen district) submitted a petition to review and direct the final handling of the construction project encroaching on public land of Mr. Pham Dinh Lang's family according to Decision No. 7815/QD-UBND dated November 26, 2013 of the People's Committee of Phu Xuyen district on the cancellation of the land use right certificate for Mr. Pham Dinh Lang's family, which has come into legal effect. This project of Mr. Lang's family has completely blocked the water pipes and domestic water drainage, so Mr. Tuan's family has been affected.

On April 28, 2022, the Standing Vice Chairwoman of the City People's Council, Phung Thi Hong Ha, received citizens on this matter, requesting the City People's Committee to direct the People's Committee of Phu Xuyen district to promptly overcome the limitations in the process of directing the implementation of administrative decisions with legal force to completely resolve the citizen's petition. Immediately after that, the People's Committee of Phu Xuyen district and the People's Committee of Dai Thang commune focused on resolving and successfully organized mediation. Mr. Lang's family voluntarily dismantled the illegal constructions, Mr. Tuan voluntarily withdrew the petition and the domestic water line of Mr. Tuan's house was cleared. "I was really surprised because Ms. Ha understood my problem very well, sympathized with me and the way she resolved it was quick and decisive," said Mr. Pham Van Tuan.

The case of Mr. Do Tien The (permanent resident of village 11, Sen Phuong commune, Phuc Tho district) has also existed for many years, because the People's Committee of Son Tay town has not fulfilled its responsibility in inspecting and re-determining the boundary of the land plot of TĐC-DV16 of his family in the town. This has caused his family to not be granted a red book for the above land plot for many years (compensated when the State reclaims the land). Immediately after the direction of the Chairman of the Hanoi People's Council at the citizen reception, the People's Committee of Son Tay town has resolved the case.

Responsibility to voters

In addition to the work of receiving citizens on a case-by-case basis, the work of resolving and responding to voters' petitions is closely monitored by the City People's Council.

According to the report of the Hanoi People's Committee, since the 18th session (15th term) up to now, more than 1,300 contents of voters' petitions have been seriously considered, answered, and urged to be resolved. The replies are clear, emphasizing the responsibilities of relevant agencies; ensuring practical results, in accordance with the law, within the authority; superior agencies do not work on behalf of subordinate agencies. Accordingly, 100% of voters' petitions have been seriously answered by the City People's Committee; to date, 67% of petitions have been resolved.

Specifically, the petition of voters of Phuc Tho town, Phuc Tho district, about installing a traffic signal system at the intersection between National Highway 32 and the road to Kieu Trung village, sent to the City People's Council delegates, has been resolved. Because this is a main traffic route, intersecting with the area where there is a middle school, where many students ride bicycles to school every day, the potential risk of unsafety is very clear when there are no traffic lights to direct traffic.

Realizing the need to install lights at this intersection, voters of residential group No. 3, Phuc Tho town sent a petition to the City People's Council delegates and in mid-2022, after nearly 6 months of petitioning, the city installed traffic lights here. "We are happy because our legitimate wish was promptly resolved by the city," said Mr. Le Van Duc (voter of residential group No. 3, Phuc Tho town).

Or on Provincial Road 417, in Sen Phuong Commune (Phuc Tho District), there are many oversized and overloaded vehicles passing through, posing a potential risk to traffic safety. Immediately after receiving voters' opinions requesting to limit the weight of cars passing through this road, the People's Council of Phuc Tho District accepted and requested the district's functional forces to check and post weight signs and take action to handle violations. Up to now, traffic order and safety on this road has been ensured, and people are very excited.

It can be seen that the results of the work of receiving citizens and urging the settlement of voters' petitions by the City People's Council deputies have achieved many positive results. Chief of the Office of the National Assembly Delegation and the City People's Council Nguyen Ngoc Viet said that in order to standardize the work of receiving citizens, the Office of the National Assembly Delegation and the City People's Council is developing regulations for receiving citizens. This affirms that the City People's Council deputies always pay attention to listening, understanding, and resolving the legitimate aspirations of citizens.
